Benton West Benton Regional Fire Authority Commissioner Position 5

6-year term; No salary. A Fire District is responsible for fire response and containment and for emergency medical services. The commission sets the general policies of the district, which are implemented by the hired professional fire chief and fire district personnel. One of commission's main duties is the adoption of the district's budget and proposal of any fire levies to be placed on the ballot to the people. The commission sets policies and approves all spending via the budget, whether for operations or capital items or public facility maintenance and improvements. The council also sets salaries for district employees.

Experience (300 characters max) I have 34 years of experience in project management, estimating and design services on public utilities, manufacturing, chemical process, commercial high rise, hospitality, and environmental remediation. I have a proactive nature to work across multiple organizational lines to accomplish objectives.
Several years ago I was chairman of a citizen committee responsible for reviewing citizen needs for fire services. The result of this committee was the creation of the West Benton Regional Fire Authority. I believe the current board of Fire Commissioners would benefit from a new voice of reason and some fresh new leadership. Currently the strategic plan developed by the citizen committee is not being implemented. There are important policies, planning, and funding issues that are not being discussed, developed, agreed upon and executed. The current board of fire commissioners appears to be generally off task and is under represented by anyone with management experience. I will bring leadership and management skills to the Fire Commissioners board along with extensive estimating, budget development and planning experience to the benefit of the West Benton Regional Fire Authority and the citizens I would work for within the district.
1) The Plan - Quickly status the Strategic Plan developed by the citizen committee. Organize the plan with a near and long term estimate & budget with a rolling schedule of required activities and resources for the 1st year, then develop sufficient detail for the remaining 9 years. There is uncertainty in the required monies to operate the fire authority. This must be resolved and plans made to assure appropriate funding is available. Part of that plan was to finish the second floor dorm rooms to improve fire and rescue response times in the evenings. 2) The Chief - Expedite selection of the new Fire Chief to assist in the development of the multiyear plan. The new fire chief and fire commissioners must own and execute this plan for the next 10 years. 3) Fire Risks - To understand fire risks within the boundaries of the West Benton Regional Fire Authority, we must provide building fire inspection to the citizens and business owners as a part of the fire authority services.
The Plan - As I said before we need to quickly status the Strategic Plan. Knowing where we are in relation to what the citizens asked us to do regarding fire and rescue services three years ago is the right place to start. Some of the current commissioners are off task concerning the strategic plan. The strategic plan needs to be implemented. We will status the plan, develop the estimates, agree to the budgets, and schedule the work the commissioners and new fire chief will operate under for the next year and following nine years. We will procure the funds required in a timely manner to successfully provide for the second floor dorm rooms build-out and operation, for required training, for proper equipment, to retire and replace equipment when needed. We will accomplish these tasks along with many other tasks because we have a plan, new leadership, and focus on accountability.
Professional Experience: 34 years project management experience in design and construction projects in public utilities, heavy industry, commercial high-rise, resort, institutional, educational, residential, and environmental. I have formed decisive professional skills to develop, integrate, implement, and execute program and project management systems. Experience includes resolution of construction claims through negotiation, mediation, arbitration, and litigation. I have a proactive nature and work across organizational lines to accomplish objectives.
