The City Council is the legislative body for the City. The Council adopts local laws (ordinances) to secure the safety and assist the well-being of the city residents, the city's physical environment and amenities, and the city economy. The Council is responsible for approving financial expenditures and adopting the city budget as well as establishing policies and regulations in order to guide the city's future. The elected mayor serves as chief administrative officer for the city.

Experience (300 characters max) I have served on the Kennewick City Council for 8 years in Position 1. I was elected in 2009 and reelected in 2013. I am the Mayor Pro Tem for Kennewick. Current Vice President of the Association of Washington Cities(AWC)a state wide organization that represents all 281 cities in Washington State.
Funding infrastructure is the biggest challenge. Kennewick needs to expand our Urban Growth Area (UGA) south of I-82 to increase the amount of Industrial use land, which will bring new businesses and provide opportunities for family wage jobs to our community. Once this is done, the city will need to provide infrastructure to that area. It is important to have a solid plan in place to help finance this undertaking. In addition, as we re-develop Vista Field through partnership with the Port of Kennewick infrastructure will need to be added to accomplish this. We need to have legislation passed for a new Local Revitalization Financing program so that infrastructure can be installed and we can start developing Vista Field in partnership with the Port of Kennewick, as well as developing our UGA south of Kennewick. This is the financing program that Kennewick used to put in infrastructure in place in our successful Southridge area that lessens the tax burden of our citizens.
The City of Kennewick does not create affordable housing. However, Kennewick does partner and work with several agencies such as HUD, Kennewick Housing Authority, and Benton County to provide zoning changes, etc. to allow affordable housing to those that qualify. Some new multifamily housing projects are financed with loans that have the above requirements attached. Copper Ridge apartments in Southridge is an example. There will always be a need for affordable housing, as I see the need daily in my employment with DSHS as a case manager.
Senior citizens are very important to me. As a case manager with the Dept of Social and Health Services in Kennewick, I see daily the struggles many our senior citizens have. Our senior citizens are a wealth of knowledge and an important part of our community. Engaging senior citizen involvement in our community is a goal of mine as well as maintaining a safe and healthy community for them to live in.
This is a Federal issue and immigration policy is not created at the local level. We need to be welcoming and respectful to anyone choosing to live in our community. Legal citizenship is important and I applaud those seeking to become citizens of our country.
Creation of family wage jobs to lessen our dependence on the Hanford site, lessen our tax revenue dependence on sales tax, keep our property tax levy rate low, and provide a safe and affordable place to live, ensuring the highest level of safety and security for our citizens. Continue to find ways to streamline our policies and procedures to better serve our local developers, builders and business community to make it easier to do business in our city. Creating One Stop Customer Service, Same Day permitting, and joining the new Statewide Business Licensing program are examples of policies that have been created since I have been in office.
Creation of family wage jobs to lessen our dependence on the Hanford site is a top priority. This will be accomplished by the following goals which I support-

Expand our Urban Growth Area(UGA) south of I-82 by increasing our industrial land use by 700-1200 acres, which will bring hundreds of family wage jobs to our community. This will add to our property tax base. Continue to advocate for strengthening our partnership with Futurewise, who has opposed this expansion through the courts in the past. Re-develop Vista Field through partnership with the Port of Kennewick which will bring commercial, mixed use and residential opportunities to a key part of Kennewick. To pay for this, we need the legislature to pass a new Local Revitalization Financing (LRF) program to help finance this.
As the Mayor Pro Tem of Kennewick I meet frequently with our Mayor and City Manager. I have on several occasions acted on behalf of our Mayor. I have biweekly meetings with our City Manager to discuss issues and solutions regarding Kennewick. I attend weekly Council meetings and also frequently engage in discussions with other council members of neighboring cities as well as members of our State legislature.
