As the fiscal officer, it is important to take into consideration all the factors that are required of a major project in the township. First and foremost, I would like to know as much as I can about the project in question. Having this knowledge is important to me, as it will help in my preparation for the trustees. A fiscal officer’s duties are handling the finances and balancing the budget of the township. My job is to focus on making sure the citizen’s taxes are well represented and used for the good of the township. With that in mind, there are several questions that I need to ask myself. Is the money in the budget to support the project? What is the most cost effective way to do the project? Are there any grants that may be available for the project? I would research similar projects to analyze how they done theirs to better ours.

Understanding available funding for major projects is essential to good decision making by the trustees. I would 1st evaluate the real and actualized costs of the project from start to finish and consider any future operational costs or savings, and risks. I would then review existing cash resources from unrestricted and restricted funds. If funding is not available, I would initiate a review of longer term funding options such as grants, borrowing options, bonds, or use of investment funds, and consider different funding that might be available at different stages of the project. I would then share the availability of cash reserves, not impacting normal operational costs of the township or funds earmarked but not appropriated for other projects, with the trustees. As fiscal officer, I will share my opinion of the project implementation, as it is the responsibility of the fiscal officer to work with the trustees, to spend and invest wisely in the best interest of the residents.
