What do you consider the most important challenges facing your municipality? >Address necessary infrastructure improvements as efficiently as possible, Work diligently to maintain our commercial and industrial tax base, Continue to preserve Open Space. What personal and professional experiences have prepared you for addressing these challenges? >My career has included project work that required evaluating proposals and then responding with competitive solutions. In addition my service in Bridgewater includes serving as a volunteer fireman where I have not only witnessed the many changes to our community, but the impact of change. When I served as Fire Chief I learned to appreciate the commitment of our volunteer service providers. With my past terms as Councilman I am very much aware that listening and evaluating both sides of an argument will provide the foundation for a win/win solution. Most importantly as a resident of Bridgewater I realize the value of community and the impact that my decisions can make. Lastly, how do you intend to address these challenges? >When I was first elected to Council, one of the first tasks taken was to work with Mayor Flannery to start repairing our roads. Over the years the amount of funding has increased to support this work. In order to continue, it is my intent to work with Mayor Hayes and fellow Council members to develop a long term cost effective plan that will provide the level of service our residents deserve. This will include the use of shared services with our County Government to take advantage of competitive bidding for large scale projects. >Regarding our commercial and industrial tax base, Bridgewater enjoys the benefits of having the lowest tax rate in the County. A major contributor to this is our commercial and industrial neighbors. For the past few years we have been listening to our Pharmaceutical community telling us of their concerns to attract new employees. Their comments have led to discussions and changes to our land use regulations that will address these concerns. >Open Space has always been of interest to me. This past year I am very pleased over the addition of Camp Cromwell to the Open space inventory with 100 acres of land in addition to the purchase of 10 acres of the Hancock property on North Bridge Street. As time moves on and with Open Space funds diminishing it is my intent to address how we can fund Open Space purchases in the future. Working with our Open Space Committee a proposal will be made to our governing body.
At the present time I do feel that our existing fence Ordinance needs to be changed to address the needs of our many residents. Our community has changed over the years with our population increasing to over 45,000. When the original ordinance was crafted our population was in the 25,000 range. The concerns over privacy and security need to addressed, in addition to protecting the original intent of the ordinance.
To me the annual Operating budget and capital budget represent one item to the taxpayer, our budget. My priority for the budget is the same for each category, Justification. The fact that our municipal tax rate is as low as it is, reflects the culmination of a review process that includes reviewing wants versus needs. I have found that our budgets have typically been conservative in addressing wants, but effective in addressing needs. In our current budget the top priority is the funding for infrastructure improvements to address concerns expressed by residents for the condition of our roads. While this is a concern, the comment all elected officials hear is “how high my taxes are”, as an elected official and a taxpayer, my priority is make sure that every tax dollar spent is justified and accounted for.

Fire Commission Chairman for nine of those years - Volunteer firefighter for 37 years with the North Branch Volunteer Fire Company and the first member to receive the "Life Time Achievement Award". -Former Member of Bridgewater Somerville Rotary Club. Education -Master’s Degree in Business Administration from the Bernard M. Baruch College of the City University of New York. -Rutgers Center for Government Services Education. -Post Graduate Executive Education courses taken at the University of Virginia in Project Planning and at the University of Pennsylvania for Resource Utilization.

Work History -Retired from AT&T as a District Finance Manager. Held numerous financial and accounting positions, including budget preparation and tracking, as well as designing financial systems. Was the Controller for three AT&T Cable Ship subsidiaries.

Reason for seeking an additional Council term. I love this town and want to continue to play a meaningful part in its continued development and especially in support of our great quality of life. I try to review township projects and activities thru the lenses of the resident. I am always available to talk with or meet with individual residents or groups of residents to discuss any topic they wish to discuss.

Township Ordinances are are essentially living documents. As the need arises we create, modify or delete ordinances to meet the needs of our constituency and to confirm to new or revised legal mandates. Zoning changes are carefully considered and always include ample public input. Bridgewater is very proud to have met the court requirement for Fair Share Housing in the form of Somerset Court approval our Council On Affordable Housing plan.

In 2017 we rezoned a portion of the large building complex on Route 202/206 by the Municipal Building to provide for additional hotel and health center business'.

We are actively considering changes to our Fence Ordinance especially to accommodate the needs of residents owning quarter acre plots.

Whenever possible or practical we support joint service relations with surrounding towns and / or Somerset County in order to achieve "best practice" results on a best cost basis. This year we used a new Somerset County engineering program where the County served as the focal point for road work bid solicitation. Bridgewater saved almost a third of a million dollars in the process.
The Council continues to deliver on the commitment of fiscal responsibility and transparent governance. This year the Bridgewater residents enjoyed the lowest municipal property tax rate in Somerset County. In a line by line review of the 2017 Municipal budget the Council achieved a zero tax increase while at the same investing over $6,000,000 in road improvements, not counting another million dollars in sewer line improvements and upgrades. Up until this year the condition of our municipal roads has served as the lighting rod for motorist dissatisfaction. With our biggest road capital investment program ever, we have a made a big dent in the issue. There is more to do and I am committed to an even larger road capital program in future years.

We purchased the former Boys Club property in 2017 after years of strident negotiations, adding over 100 acres to our Open Space inventory. It is a stellar piece of property which was well worth the effort. We will, in future years, determine how we will utilize this property for passive and active recreation.

Simply stated I will continue to work for the residents of Bridgewater, as I have for the last 13 years as Councilman, to make them proud of our township. In my 43 years of residency I have seen our town mature from no post office, no library, no map identity to a town identified by the weather folks on Channels 2, 4, 7, and 12. My job will be to help manage the future.

I consider the most important challenges facing Bridgewater to be (1) getting residents involved in government, (2) creating innovations in government, and (3) infusing elements of sustainability and green infrastructure into our town.

I consider it important for the community to be involved in township decisions. I want the community (young adults. middle-agers, and seniors) to know that I am someone who will listen to them and speak on their behalf. Specifically, I would use technology for interaction between residents and government; establish multi-generational activities for all residents; organize committees that include Bridgewater’s diversity; and expand municipal recreation and art programs. Bridgewater is a wonderful place to live but it can become even better if residents feel involved and empowered.

I consider it important that our township government utilize innovative technology to run the town more efficiently and effectively If elected, I will fight to develop innovative ways to plan land use and to improve information infrastructure for businesses and residents. The township has to think of more ways to reach the people to gather their input and inform them of decisions.

Innovation in government includes smart fiscal management—cutting waste in municipal spending, balancing the budget with simple cost effective solutions, smarter use of taxpayer dollars, and introducing innovation tools to manage accounts receivable and payable. I consider it important that we develop a liabilities management plan to manage our debt portfolio so that the debt payments as a percent of the municipal budget stop increasing.

If elected, I consider it important to expand Bridgewater’s Sustainability Committee to help the town implement and establish sustainable initiatives in all aspects of our town. It’s important to infuse elements of sustainability and green infrastructure to demonstrate that we are responsible stewards of our town and our planet.

I consider the most important challenge facing Bridgewater after I am elected, is building a united team. This would be the first time in almost 40 years that a Democrat is on the Council. Therefore, some team building is warranted. The Mayor and new Township Council have to establish government committees to involve both Democrats and Republicans so that Bridgewater is represented by all citizens of our town.

What personal and professional experiences have prepared you for addressing these challenges?

I am qualified to be a Town Councilwoman. I have been actively involved in giving back to the community for more than 35 years.

I am a 31 year resident of Bridgewater; I know its history and I have a vested interest in its future. I am very knowledgeable about the economics of Central Jersey and the state. I have a business, analytical, and planning background that will help me dissect complex financial issues. I’ve worked at AT&T and Telcordia in Project Management, and Verizon in Treasury, Capita Markets and Strategy. I have a regulatory background which aids me in interpreting legal notices or ordinances.

My education credentials include MBA, Finance & International Business –Rutgers University; MS, Math & Computer Science -Stevens Institute of Technology; and BS, Math & Computer Science - University of South Carolina.

Lastly, how do you intend to address these challenges? This answer to this question is discussed above.
