Branchburg Township Committee

The Branchburg Township Committee is comprised of five members, elected by the public for three-year terms of office on a staggered schedule, with one or two seats coming up for election each year. All members have equal power and may vote on all issues. Township Committee hold all legislative and executive powers of the Township. At the annual Reorganization meeting held in January, the Mayor is elected by the committee from among its members.

What do you consider the most important challenges facing your municipality? What personal and professional experiences have prepared you for addressing these challenges? Lastly, how do you intend to address these challenges?

A municipality has two budgets - the annual operating budget and a capital budget. What are your priorities for each of these budgets? Please specifically address whether the previous year's goals are goals you think are properly identified as priorities.

Branchburg's greatest challenge continues to be balancing our Affordable Housing obligation with protecting our community's quality of life. Developers continue to argue that Branchburg’s Affordable Housing obligation should trump all sound and reasonable arguments against density developments regardless of the adverse impact to our community. Through my tenure as an elected official and as a member of the Planning Board and Environmental and Wildlife Committees, I have gained the knowledge and experience needed to successfully guide Branchburg, together with my fellow colleagues, through this difficult process. The challenge can only be met through supporting development projects that enhance and improve our community and protect the natural and historic resources that make Branchburg a desirable place to live, work and raise a family. Branchburg must never become a township known for unchecked commercial and residential development; the loss of our irreplaceable natural resources; and the resulting loss of our sense of community – our sense of who we are as residents of Branchburg.
We need to ensure that our zoning ordinances fully comply with Municipal Land Use Law, COAH, our municipal master plan and, most importantly, support inclusion for families who wish to call Branchburg home. To that end, we have actively solicited proposals from multiple developers and are in the process of prioritizing the projects. Action was recently taken to enter into a development agreement with Conifer Realty LLC to develop and rezone Township owned property in direct support of our Affordable Housing mandate.
Branchburg receives very little state aid and therefore fiscal prudence on the part of our administration is crucial to our economic stability and growth. As a result of sound fiscally conservative governance, Branchburg has the distinction of being one of only 21 New Jersey municipalities with a AAA bond rating. This rating significantly helps reduce borrowing costs which saves taxpayers money. This also allows us to strategically plan and prioritize for cost intensive capital projects such as road maintenance and replacement of emergency fire and rescue vehicles. For reoccurring maintenance items, even those that can be funded through capital borrowing, we have taken a “pay as you go” approach which further reduces our debt. Our 99% tax recovery rate further ensures that we have adequate funds available to meet our operating expenses as well as effectively responding to emergent situations.
