6-year term; No salary. A Fire District is responsible for fire response and containment and for emergency medical services. The commission sets the general policies of the district, which are implemented by the hired professional fire chief and fire district personnel. One of commission's main duties is the adoption of the district's budget and proposal of any fire levies to be placed on the ballot to the people. The commission sets policies and approves all spending via the budget, whether for operations or capital items or public facility maintenance and improvements. The council also sets salaries for district employees.

I have been in this position for the last 12 years and gained valuable experience and have in depth knowledge of the major issues facing Fire District 1 and now the South Snohomish Fire & Rescue Regional Fire Authority (RFA). This is the critical time for the RFA in transitioning from a rural area to a densely populated metropolitan area that face many challenges. I was the Chair during the difficult economic time. We reduce 40% of the administration costs and did not lay off any firefighters serving our citizens. I am happy to report that Fire District 1 has emerged from the recession almost unscathed with ZERO DEBT and a healthy reserve fund balance. There are unfinished business such as long term strategy plan with includes the CAPITAL FACILITY PLAN that determines how to meet our needs for next 25 years. I want to make sure that we continue to operate efficiently and NO TAX INCREASE.
1. Need a strategic deployment plan to serve a population that is continue with an explosive growth as forecast. 2. Need a capital facility plan to realign our fire stations so that we can meet the challenge of the congested traffic and the aging infrastructure of the area. 3. The aging of the population means that additional emergency medical services are required.
Currently, 80% of our calls are for Emergency Medical Service and this will continue to increase because of the aging of the population. Find a more innovative deployment plan such to serve our public is most urgent. Such plan will have the following components: 1. Expend current Community Paramedic - frequent visits of our most vulnerable residents and reduce their emergency calls. 2. Add more Mobile Medical units in heavy population center to improve quick response time. 3. Education and Prevention Program such as our "Prevent Fall for senior citizens program"
1. Elected Experience - 12 years on the Fire District 1 Commissioner Board with 4 years as the Chair. In addition, I am on the SNOCOM BOARD ( 911 Emergency Dispatch Center) working with neighborhood cities to improve the 911 respond time. I also participate in the consolidation discussion to form the new SNOHOMISH COUNTY 911 organization. 2. Business Experience - I am a CPA and MBA and work as Business Consultant to have private companies to increase efficiency and improve profit. I also started and owned various business. I have brought these experience to improve Fire District 1 operation in the past. 3. Long Public & Community Service history - I have been living in Fire District 1 area for 27 years and had served as Board members of Rotary, YMCA, and Camp Fire. I was also a soccer coach for Silver Lake Christian School League. 4. Trained as an auditor, I always listen and let the facts to lean to my fair decisions on all matters.

Experience (300 characters max) I am a local Police Officer often called to respond along with personnel of District 1. They provide excellent emergency service but deserve more support to include receiving the necessary training and equipment to do their job safely and efficiently.
As a local Police Officer I have the unique opportunity of working closely with members of Fire District 1. As someone who works closely and is also a member to community I see the efficiencies and deficiencies of the Fire District.

Through interaction with members of Fire District 1 I saw the need for a leader to step forward and help the department with fresh ideas. Our community needs a new Commissioner who will support improvements in Fire/EMS services. I will build confidence in our department’s elected governance by making the Board sensitive to our communities’ needs.

I carefully weigh all facts without bias before making decisions. Department readiness is not to be taken lightly.

I am endorsed by IAFF Local 1828 representing District 1 Firefighters and also supported by former fire chiefs of Burien, Lynnwood, Everett as well as numerous Fire Commissioners and Police Officers from around the state.
Training Firefighters needs to become a higher budget priority for the board after years of drifting and downgrading the district’s training program.

Response times are increasing in the time it takes your fire department to reach an emergency in your neighborhood. That is mostly because of increased numbers of 911 calls. I will work to increase the numbers of firefighters and paramedics working everyday at the district’s 12 stations. We reduced the number this year when Edmonds downgraded its service by reducing the number of people on duty. That will drain the resources from our other stations. We do not need to reduce station staffing – but increase it to meet peak call loads throughout the district’s current service area.

Getting a new fire chief that understands what this mission is must be the paramount duty of Fire Commissioners. We’ve had three fire chiefs in three years and Lynnwood has as well.
My top priority is getting Firefighters and Paramedics the support they need – such as more training and better equipment. We need a new emergency radio system to replace the existing and increasing failing system used in this county for dispatching 9-1-1 calls. In addition, increasing the amount of training allows Firefighters, Paramedics to become more proficient in the ever changing field of fire fighting and emergency medicine.
First and foremost I am a first responder. As a local Police Officer, I frequently arrive on the scene of emergencies where District One Firefighters and Medics have also responded. I understand public safety and what it takes to deliver the services people need. Prior to Mountlake Terrace and while in Lewis County in addition to being a Police Officer I also volunteered countless hours as a volunteer Firefighter with Lewis County Fire District 5.

In addition, my business education at the UW also led me a to career in business finance working in the cellular industry on transmission site development. I understand fiscal issues. That should enable me to help improve District Budgets so they meet the future needs of our communities.

Finally, I have the support of many local Fire Fighters and Police Officers.

Bottom line, I am a line level worker and I want to ensure that not only the line level workers but the Community gets what they need within public safety and SC FD 01. logo
