Middleton - Cross Plains Area School District Operational Referendum

Shall the Middleton-Cross Plains Area School District, Dane County, Wisconsin be authorized to exceed the revenue limit specified in Section 121.91, Wisconsin Statutes, by $24,900,000 for the 2027-2028 school year, by $27,900,000 for the 2028-2029 school year, by $31,100,000 for the 2029-2030 school year and by $34,600,000 for the 2030-2031 school year, for non-recurring purposes consisting of expenses related to ongoing educational and extracurricular programming, and compensation, and other operational expenses?____ Yes ____NoLWVDC analysis: This four-year operational referendum would allow the MCPASD to exceed state-imposed revenue limits to fund day-to-day school operations. MCPASD indicates that these continuing expenses include competitive faculty and staff salary and benefits; preservation of low class sizes; continuation of current student class options and extracurricular opportunities; and general maintenance, sustainability, and safety expenses. Even if the referendum passes, the district projects that it will need to make approximately $5 million in budget reductions over the next four school years.A current operational referendum expires at the end of the 2026-2027 school year. The district projects that passage of the new referendum would preserve the existing level of the annual property tax bill (under the expiring referendum) for the 2027-2028 school year.
