Jaimie Powell Horowitz currently serves Chief Judge of the 45th District Court. She served as the 2025 President of the Oakland County District Judges Association, 2024 Vice President of the Oakland County District Judges Association, serves as a Fellow of the Oakland County Bar Association, and currently presides over two specialty courts: Behavioral Health and Wellness Court and Operation Drive. Powell Horowitz graduated from the University of Detroit Mercy School of Law in 2004 and began her career as a Wayne County Prosecutor serving in Felony Trials, Elder Abuse, and the Homicide Division respectively. She also served as Special Prosecutor for the Fair Michigan Justice Project and as Special Assistant Attorneys General focusing on cold case homicides. Powell Horowitz has spent the past six years serving her elected term as Judge of the 45th District Court. The District Court adjudicates criminal cases, small claims, civil cases under $25,0000, and landlord-tenant matters.
Prior to serving on the Bench, Powell Horowitz served as an Assistant Prosecutor in Wayne County handling cases involving sexual assault, child abuse, financial exploitation, domestic violence, and homicide. In 2016, she joined the Fair Michigan Justice Project to serve as a Special Prosecutor for hate crimes involving victims of the LGBTQ community and conducted trainings for law enforcement throughout the state. She also served as a Special Assistant Attorneys General focusing on select cold case homicides.
Powell Horowitz has spent the past 6 years on the bench implementing criminal justice reform in accordance with applicable state law, sought grants to assist litigants to obtain drivers licenses, and serve litigants in specialty court who are suffering mental health crises. Powell Horowitz participates in ongoing education and best practices in the legal field with the Michigan Association of Mental Health Treatment Professionals, the Michigan District Judges Association, the Oakland County District Judges Association, and remains active in her local community neighborhood associations.
Powell Horowitz has continued her advocacy for criminal justice reform as well as ensuring the Court addresses the intersecting issues of mental health, substance abuse, poverty, lack of education, and systemic injustice.
