Shall the previously voted increase in the constitutional limitation on the total amount of general ad valorem taxes imposed upon real and tangible personal property in the County of Manistee, Michigan, currently at 0.4847 mills ($0.4847 per $1,000 of taxable value), be renewed and levied for a period of six (6) years (2027-2032, both inclusive), and shall an additional 0.2653 mills ($0.2653 per $1,000 of taxable value) be levied, resulting in a total levy of 0.75 mills ($0.75 per $1,000 of taxable value), subject to reduction as provided by law, on taxable property in the County?The purpose of this levy is to provide funds for the general operation purposes of Manistee County Transportation, Inc. (*MCTI*), which contracts with the County to provide public transportation services, including the MCTI's Dial-A-Ride program. The proposed additional levy is requested to restore the millage to the previously approved 0.5 mills, which has been reduced by 0.0153 mills under the "Headlee" Amendment since this millage was last approved, as well as an increase of 0.25 mills to increase the total levy to 0.75 mills. It is estimated that a levy of 0.75 mills would provide revenue of $1,188,621.00 in the first calendar year, of which $49,034.00 would result from the additional 0.2653 mills. The revenues generated will be disbursed to Manistee County, which contracts with Manistee County Transportation, Inc. (*MCTI*) to provide public transportation services to the County. A portion of the millage may be subject to capture by and disbursed to one or more tax increment financing entities, including the City of Manistee Downtown Development Authority, the Charter Township of Filer Downtown Development Authority and the City and County of Manistee Brownfield Redevelopment Authorities.
