I helped pass Medicare drug price negotiations and am pressing to both double the reach of community health centers, to make primary care more accessible, and to lower out-of-pocket costs for prescription drugs. I introduced legislation to provide early screening for Alzheimer’s Disease, as well.

ICE has morphed into a presidential paramilitary, with more funding than every federal law enforcement agency combined. I will not write a blank check to a broken agency. I have voted against funding ICE every time it’s come to the floor. I’ve also cosponsored the Stop Excessive Force in Immigration Act to professionalize use-of-force rules, sharply limit masking & ban militarized equipment.
Americans reject Trump’s immigration policies and are searching for an alternative. I cosponsored the DIGNITY Act to deliver bipartisan immigration reform that ensures border security and strong asylum & E-Verify standards. It modernizes rules for existing visa programs, & offers new pathways to legal status for the long-term undocumented.
The House should support the following efforts: prevent DHS from requiring states to submit voter registration rolls to it for the removal of “non-eligible” voters via unvetted algorithms; refuse passage of the Save America Act; ensure the USPS delivers and returns mail-in ballots with fidelity; support training for state & local election officials on how to respond to the deployment of National Guard or ICE to polling locations, which is illegal; and harden cybersecurity of election reporting to prevent hackers from misrepresenting results.
Democrats must prebut likely lies about the election with the media. American elections are secure and voter fraud is vanishingly rare. These proposals could increase both their trust and security.

I have one of the strongest voting records on the preservation of public lands & habitats and shielding our natural endowment from mining & drilling.
America needs more clean energy and less methane emissions. I introduced the bipartisan Hot Rock Act to support geothermal energy. The bill turbocharges R&D and workforce development for superhot geothermal, which can deliver clean & affordable baseload power and retrofit coal plants here & abroad. I have supported offshore wind, solar & nuclear power. I have opposed Trump’s attacks on clean energy.
Three years ago, I became concerned that AI would move faster than Congress could, like social media. I gave a floor speech drafted by AI to call my colleagues’ attention to how good AI was getting. I continue to stay at the forefront of the technology & policy.
My two bipartisan AI bills target the harmful rise in AI deepfakes & chatbots. The Deepfake Liability Act imposes a duty of care on social media platforms, in which AI-generated intimate deepfakes, as well as cyberstalking content, must have a process for timely removal. It also makes clear that AI models do not have immunity from liability. The AWARE Act requires the FTC to create public resources for parents, educators, & minors on the hazards of AI chatbots for mental health.
For too long, Congress has vacated its Article I prerogatives & allowed power to centralize within the executive.
Americans have always distrusted centralized, personalized & militarized power. Democrats should be the party for checks & balances. This includes taking back presidential power over law enforcement, tariffs, war, grant disbursement, and independent agencies. It also requires plussing up Congress’ oversight and investigations arm. I conducted oversight over the Food & Drug Administration this past year; the FDA commissioner has just recently been fired.
I have also co-led legislation to implement 18-year term limits for Supreme Court justices & to support a mandatory & enforceable code of ethics for the Supreme Court.
The affordability crisis is the bill for fifty years of engineered inequality. Since 1975, $79 trillion that would have gone to the bottom 90 percent of workers went to the top one percent instead. In 2023 alone that came to $3.9 trillion, enough for a $32,000 raise for every full-time worker in the bottom 90 percent.
Three reforms cut across every cost of living. The Ultra-Millionaire Tax Act, a two-cent tax on each dollar of wealth above $50 million, would raise $6.2 trillion over a decade from roughly 260,000 households. The Living Wage for All Act would raise the federal minimum to $25 an hour and index it to two-thirds of the median. The PRO Act would restore the right to organize and bargain that built the American middle class.
My priorities are to defund the deportation machine, dismantle the agencies that run it, hold agents accountable, and secure legal status and a real path to citizenship for everyone building a life in this country.
Not one dollar for camps, for private prison operators, for the 287(g) agreements that deputize local police into deportation, or for the surveillance apparatus. In under a year Congress committed nearly a quarter-trillion dollars to a human-rights catastrophe and a windfall for private contractors: $170.7 billion in July 2025, $45 billion of it for detention construction, and $69.5 billion more in June, enough to cage 116,000 people a day, paid for by cuts to food assistance and Medicaid.
The single most important step is to pass the John R. Lewis Voting Rights Advancement Act. It would restore the preclearance the Court gutted in Shelby County v. Holder, requiring states with records of discrimination to clear voting changes federally; repair the private right of action narrowed by Brnovich; and answer Callais by reinstating in statute the standard for proving a map dilutes the votes of voters of color.
Congress should establish national voting standards: automatic and same-day registration, at least two weeks of early voting, universal access to mail ballots and drop boxes, and Election Day as a federal holiday. It should end partisan gerrymandering and admit Washington, D.C. as a state.
The climate crisis isn't a distant threat. It's a present emergency, and federal policy is deliberately deepening it.
The fossil fuel industry pockets an estimated $34.8 billion a year in tax breaks, discounted access to public land, and cleanup subsidies. Congress must end those handouts and make polluters pay. I support the End Polluter Welfare Act, which would eliminate more than $190 billion in fossil fuel subsidies over a decade, and the Polluters Pay Climate Fund Act, which would assess extractors and refiners to build a $1 trillion fund for resilience, disaster relief, and cleanup in frontline communities. New York and Vermont have enacted Climate Superfund laws; the federal government must follow.
Washington is moving in exactly the wrong direction. Powerful new technology demands the strictest oversight, not exemptions.
The IRS handed ICE the addresses of 47,289 taxpayers under an illegal agreement, and Trump's "information silos" order commands the very data consolidation the Privacy Act forbids. I will use the House's oversight and appropriations powers to expose and end these programs. Willful disclosure of tax records is already a felony; the officials who ordered it must be prosecuted. Lawbreaking by officials cannot be excused.
The House's most fundamental check is control over federal spending. Defunding unlawful programs, writing binding limitation riders, and cutting the salaries of lawless officials under the Holman Rule are not gestures. They are duties. A House that sits idle unless success is guaranteed is derelict. Officials who carry out unlawful impoundments must face personal penalties, as the Congressional Power of the Purse Act provides, and the House must back the Comptroller General's suits to force impounded funds out the door.
Executive officers who defy the law, and judges who take undisclosed gifts or refuse recusal, are proper subjects of impeachment, and I will vote to open inquiries on evidence, not polling.
