My motivation stems from a desire to contribute my professional skills to my local community as a competent, independent citizen. I simply want to make my operational and financial expertise available to help protect public health and the taxpayer. I believe the Anastasia Mosquito Control District best serves residents by balancing aggressive, data-driven suppression of mosquito populations with strict ecological care. On our coast, we must track and suppress health threats while minimizing treatment impacts on our vital marine estuaries, ensuring our beaches and economy thrive safely.
The most critical issues are pesticide resistance, erratic storm-driven flooding, and fiscal accountability. To combat these challenges, the district must shift from traditional, broad chemical spraying toward advanced Integrated Mosquito Management (IMM). I propose expanding the use of targeted biological controls, utilizing drone technology for precise larvicide application in hard-to-reach coastal wetlands, and increasing public education on eliminating standing water at home. Economically, we must maximize every taxpayer dollar by investing heavily in proactive prevention, which reduces the need for expensive emergency adulticide spraying. I also propose exploring regional purchasing partnerships to optimize our budget.
I bring a combination of legal, financial, and public sector governance experience. I hold a JD and an MBA, and my business career spans over 40 years managing major budgets, complex operations, and multi-disciplinary teams across various fields of expertise. Additionally, I have previously served four years as an elected city official, where I established a proven track record of cutting bureaucracy, improving municipal services, and lowering property taxes. My decades of familiarity with East Coast environmental strata gives me a macro-level understanding of our unique coastal pest challenges. I offer the board professional maturity, fiscal discipline, and an absolute commitment to maximizing resident safety.

I recognize that AMCD needs a proactive commissioner and I am someone who is willing and capable of leading this district in the right direction.
I feel the most pressing issue is transparency to the voters, though there are several other areas that could be improved. I plan to be transparent with the voters, holding meetings with the public, always providing them with full reports and answering any questions openly and honestly.
I have served on this board previously and have had the opportunity to learn from a combination of training, educational conventions, and expert quidance. This makes me uniquely qualified for this position. I have also served 26 years in the Army National Guard, retired as a deputy from the St. Johns County Sheriff's Office, and worked for the St. Johns County School District.

I was motivated to run because mosquito control is a practical public health service that directly affects families, neighborhoods, workers, seniors, and visitors in St. Johns County. I am not a career politician; I am a Navy veteran, father, and operations manager at the St. Augustine Lighthouse. The Anastasia Mosquito Control District is already a strong special district in St. Johns County, and I want to support its science-based mission while providing responsible oversight of tax dollars, ensuring environmental stewardship. I would like to be an advocate for AMCD's front-line operations, research, and educational programs.
The most pressing issue is financial stability. Possible property tax changes on the ballot would reduce ad valorem revenue. AMCD depends on that funding to provide mosquito surveillance, treatment, equipment, and public health protection. I support responsible tax relief; families are under increasing economic pressure, but it must not unintentionally weaken essential services. I would address this through careful budgeting, transparency, grants, partnerships, and the protection of core mosquito-control operations.
My qualifications come from practical experience in public service, operations, and leadership. I am a Navy veteran, a Flagler College public administration graduate, and Operations Manager at the St. Augustine Lighthouse & Maritime Museum. My work involves safety, facilities, budgeting, emergency planning, staff coordination, education, and public communication. I bring a steady, accountable, service-focused approach and believe board members should support the professional staff of the Anastasia Mosquito Control District while maintaining organizational oversight and asking responsible questions on behalf of taxpayers.
