Crawford County Transportation Authority

Millage renewal Shall the tax limitation upon the total amount of general ad valorem taxes imposed upon real and tangible personal property for all purposes in any one year under Article IX, Section 6 of the Michigan Constitution in the County of Crawford, Michigan, be increased in the County of Crawford by $0.6747 mills (which is equal to $0.6747 cents per $1,000 of taxable value of all such property), for a period of four (4) years, 2026 through 2029, inclusive, for the purpose of paying costs of operating the Crawford County Transportation Authority (known as Dial-A-Ride), and shall the County of Crawford be authorized to levy such a millage for said purpose?The amount of revenue the County will collect if that millage is approved and levied by the County in the first year is estimated to be $531,408. The proposed millage is a renewal of a previously authorized millage, and, to the extent required by law, a portion of the revenue from such millage is expected to be captured and dispersed to the Crawford County Brownfield Redevelopment Authority and such other or fewer local units of government as the County Board of Commissioners determines appropriate.

This proposal is a renewal of an existing millage, not a tax increase. The 0.6747-mill levy provides approximately 31% of CCTA’s operating revenue and is critical to maintaining local transportation services. Combined with a second millage that renews in 2030, local millage funding accounts for about 45% of CCTA’s operating budget and helps leverage state and federal funding. If approved, CCTA will continue providing reliable, affordable transportation throughout Crawford County. Despite rising fuel, supply, and labor costs, fares have remained unchanged, making CCTA one of the lowest-cost transit providers in Northern Michigan while preserving current routes and schedules.

This millage provides approximately 31% of CCTA’s operating revenue. If it is not renewed, CCTA would need to reduce expenses and services to maintain financial stability. Potential measures could include reducing days and hours of operation, restructuring fares, and reducing staffing levels. Currently, CCTA provides demand-response transportation five days per week and medical transportation six days per week: these services would be affected. While CCTA is committed to minimizing disruptions, the loss of this funding would significantly impact our ability to provide affordable, reliable transportation. Continued local millage support is essential to maintaining the Dial-a-Ride services that Crawford County residents depend on.
