We need to develop an actual plan, one that has established levels of service that are actually enforceable. Once we have a stronger Comprehensive Plan for the County, we can enact a concurrency ordinance that is clear and enforceable. This will ensure communities are built with all of the appropriate public services already in place. A proper concurrency ordinance ensures all infrastructure; schools, roads, police, fire, sewer, power, cell service, to name a few; are built before, or at least concurrently, new developments. Not solved for years later.
On an individual basis, council members can advocate for the necessary changes and ensure their votes align with that. They can withhold their vote on budgets that do not align with those needs and continue to propose solutions that address the concerns. Public safety obligations are just as important as the physical assets (roads, schools, etc.) when planning growth and our ability to place undue strains and burden on those departments is critical when planning growth. Public safety response times, as an example, should be as important a Level of Service standard as the number of children per classroom when evaluating school needs.
As a former small business owner, I am sensitive to the needs of the businesses that make up the backbone of communities. Especially since mine did not succeed. A thriving business community is needed to support and enhance livability, but we cannot achieve that if massive tax breaks are allowing the some of the richest companies in the country to avoid paying their fair share. Because when they don't smaller businesses, many of those locally owned, are forced to carry a heavier load.
