I will work to keep the city's A+ credit rating by sticking to the budgets submitted from each department; engineering, public safety, economic development, convention & visitors bureau, finance, library, development services, public works & airport. We can not continue to rely on gross production tax to subsidize the budget shortfalls. This is not sustainable and will only be a short term solution. Eventually, as GPT drops and our cash reserves are depleted, our credit rating will drop.
I feel that our biggest challenge has been communicating the city's goals as far as economic development goes and how we fund our operational costs with our residents. There has been so much guessing as to why we do what we do and how we pay for it. With social media, it is difficult to cut through all the noise and have our message heard.
One thing the city has already done through the Star Fund board is to grant Williston State College money to begin programs that address electrician, plumber and HVAC positions that we need in the city. Students can get training right here in town and have a lifelong career building the single family housing we need for people that want to create a new future for themselves and their families.
This is a concern that we are trying to address through increased utility rates that have been stagnant since the 1980's. We also would like to bring new businesses to town to increase the assessed values of property within the city limits. This will add to the revenues we need without increasing the property taxes of current owners. Williston has some of the lowest if not the lowest property taxes in the state when comparing to other major cities within ND.
I have been employed as a controller for a materials handling company and a commercial lender. These careers have combined for roughly 20 years of creating budgets and financials as well as analyzing financials and tax returns for nearly every business imaginable in Williston and the surrounding area.
