Ballot LanguageProposition A: THIS IS A TAX INCREASE: The issuance of $55,000,000 general obligations bonds for designing, developing, constructing, acquiring, improving, expanding, and equipping police facilities and the acquisition of land therefor, and the levying of a tax sufficient to pay principal and interest on the bonds.Vote “For” or “Against”DESCRIPTIONIn October 2025, the City Council appointed a 14-member Bond Advisory Committee composed of Addison residents to review the Police and Courts facility. The Committee met four times between October and January to evaluate facility conditions, capacity, and future needs, and toured other public safety facilities in North Texas.On January 13, 2026, the Committee recommended that Council call a bond election for a capital project for the remodel of an existing building or the construction of a new building for an Addison Police facility in an amount not to exceed 55 million dollars. On February 10, 2026, the City Council approved an ordinance calling the election for voter consideration.The current facility was built in 1984 and is no longer adequate to accommodate the current needs and security requirements of the police and courts, to comply with current ADA rules and fire and safety codes, and to address outdated HVAC and other systems. Long-term bonds to make improvements would be repaid from property taxes. Bonds would be issued as needed and as previously issued bonds are paid off. The Town estimates when the bonds are issued the property tax rate could increase by as much as .06276 per $100 taxable value. Reasons to Vote "For" or "Against" Addison Bond Propositions
1. The current police and court facilities are not adequate to service current needs. HVAC and other systems are outdated and the building cannot meet ADA and safety standards or provide adequate accommodations for operations.
2. Addison’s property tax rate is currently in the middle compared to rates of neighboring cities. It would continue to be in the middle even with a small increase due to the issuance of these bonds. Note also that property taxes especially for over 65 and disabled homeowners are lowered by property tax exemptions.
3. Public safety is the Town’s top priority. People and business seeking where to locate or whether to stay require a safe and efficient environment and for that, the Town must provide adequate facilities to ensure police are equipped and housed to keep the town safe.
4. Addison’s financial management is very strong as demonstrated by its high bond ratings from Moody’s and S&P.
1. The town should explore other ways to bring police and court facilities up to standard, such as rental of existing facilities and cosmetic improvements to the current facility.
2. If passed, this proposition could raise the property tax rate by up to $0.06276 per $100 in taxable value, which represents a maximum annual increase of $62.76 in property taxes per $100,000 taxable value. The town should wait until the economy is more stable to undertake this project.
3. Low property taxes are an important factor for people and businesses deciding where to locate or whether to stay.
4. Addison is moving in the right direction financially. It should continue by lowering taxes.
