Mark Billingsley has previously served in public service. He has a successful record of serving as a Germantown Alderman and Vice-Mayor. Mark served on the Shelby County Commission for 9 years. During the COVID pandemic Mark chaired the Shelby County Commission. He has a Master’s degree in Leadership and Public Service from Lipscomb University.

Professionally, Mark Billingsley is the Executive Director of The Alliance Foundation that raises millions of dollars for mental health.
Public Safety for all residents and visitors of Shelby County has to continue to be a priority. Our children, seniors and families should be able to go to work, shop for groceries and attend church without the threat of being harmed or killed.

Public Education is not preparing our children for a quality life or the workforce. Memphis and Shelby County Schools must prepare our children for life, as well as, allow teachers to educate more and test children less. Literacy must be a priority.
Mark Billingsley will lead District 4 (Southwind, Germantown and East Memphis) but meets with citizens, organizations, and neighborhood associations across Shelby County. He returns all correspondence and calls from citizens and has been recognized for his leadership across Shelby County.

Mark has a history of representing the underserved, underrepresented, individuals with disabilities, as well as struggling neighborhoods. Mark leads in a bipartisan manner for Republicans and Democrats.
