THIS IS A TAX INCREASE.The issuance of $20,000,000.00 in refunding bonds to refund bonds issued for water, sanitary sewer, drainage and storm sewer, organization and administration, or refunding of such bonds and the levy of ad valorem taxes, without limit as to rate or amount, sufficient to pay the principal and interest on said refunding bonds (water, sanitary sewer, drainage and storm sewer, organization and administration).
