Richardson Bond. Prop E
Proposition E: Drainage $16.5 million (7.4%)Drainage improvements include flood prevention and erosion control projects, highlighted by:• Lois Branch Phase I and II channel improvements in the Highland Terrace area• Erosion control projects at multiple locations citywideThe Lois Branch project is expected to reduce flood risk, remove several homes from the floodplain and lower water surface elevations in affected areas. The proposed bond referendum does not include an increase in the City’s property tax rate of $0.542180 per $100 of net assessed value. According to the City, future property tax revenues at the existing tax rate are projected to be sufficient to repay the bond. However, since your taxes are based on your net assessed value, your taxes may increase or decrease if your net assessed value increases or decreases. State Law requires statement THIS IS A TAX INCREASE in each bond referendum.

Those in favor say:
These upgrades could help reduce flooding risks, prevent damage to homes and roads, improve the reliability of the city’s stormwater system during heavy rains, and address identified erosion control problems.
Those opposed say:
The targets for improvement are limited in scope and should be handled through the regular budget instead of issuing a bond, which must be paid back with interest.
