Shall Article 5, Section 5.03 of the Home Rule Charter be amended to clarify that petitioning citizens for the recall of the mayor or city council member must be residents of the city? Requires that a petitioner for a recall petition must be a resident.

Proponents say: Residents have a greater interest in the government of the city and should not be subjected to outside influences. Since only residents can vote in city elections, it is logical that only residents should be able to petition for the recall.
Opponents say: Individuals, such as those who work in or own businesses in the city, should be able to petition since they are affected by the governance. It reduces the ability of the wider community, which is a vital part of the local economy, to hold officials accountable.
