PROPOSITION D: SIDEWALKS $16.5 million (7.4%)Addresses sidewalk connectivity and safety by:• Constructing sidewalks in targeted residential and commercial areas• Closing priority sidewalk gaps identified through City planning efforts• Improving pedestrian access to schools, parks, transit, and commercial centersThe proposed bond referendum does not include an increase in the City’s property tax rate of $0.542180 per $100 of net assessed value. According to the City, future property tax revenues at the existing tax rate are projected to be sufficient to repay the bond. However, since your taxes are based on your net assessed value, your taxes may increase or decrease if your net assessed value increases or decreases. State Law requires statement THIS IS A TAX INCREASE in each bond referendum.

Those in favor say: • Reconstruction and replacement of sidewalks and the elimination of sidewalk gaps are needed to make active transportation (walking, biking, etc.) safer and accessible for people, especially those with disabilities. • Sidewalk and sidewalk gap improvements can help Richardson become a more walkable and accessible city.
Those opposed say: • Sidewalk repairs are not a top priority and should be funded through the regular budget instead of issuing a bond, which must be paid back with interest. • Richardson is not a city where pedestrian traffic is high, so these improvements can be postponed.
