PROPOSITION C: PARKS & RECREATION $22.2 million (9.9%)Focuses on park and recreation improvements, including:• Aquatic facility projects such as pool renovations and new spraygrounds• Playground renovations at multiple neighborhood parks• Construction of the Breckinridge Park pedestrian bridge and trail connectionThe proposed bond referendum does not include an increase in the City’s property tax rate of $0.542180 per $100 of net assessed value. According to the City, future property tax revenues at the existing tax rate are projected to be sufficient to repay the bond. However, since your taxes are based on your net assessed value, your taxes may increase or decrease if your net assessed value increases or decreases. State Law requires statement THIS IS A TAX INCREASE in each bond referendum.

Those in favor say:
• Spraygrounds* are cheaper to build and maintain. They also do not require lifeguards, so personnel costs are minimized.
• Richardson’s pools and playgrounds are getting old and need to be updated for safety.
• Adding a sprayground* and restrooms at Breckinridge Park expands city resources in an area that is used frequently, but has few public amenities.
*Spraygrounds, also known as splashpads, are a recreation area for water play that has little or no standing water.
Those opposed say:
• Spraygrounds* are targeted for younger children. Adults and teens will lose access to pool facilities such as lap lanes.
• Residents do not want to lose their neighborhood swimming pools nor see them replaced by spraygrounds.
• The bridge over Rowlett Creek in Breckinridge is not a necessity and shouldn’t be funded by a bond, when more pressing needs should be prioritized.
