Richardson Charter Amend. Prop SS
Proponents say:
This amendment ensures city officials are held to high standards of conduct. Including the code and biennial review in the charter ensures that those standards remain in place with updates that reflect changes in legal requirements as well as community expectations. Without this permancency provided in the charter, the Code of Ethics can be abolished by the Council.
Opponents say:
This is an unnecessary addition to the City Charter as the City has a Code of Ethics. This adds bureaucracy and requires time and resources without clear benefit.
Frequent revision can create confusion and over-restriction.
