Shall Article 18 of the Home Rule Charter be amended to add Section 18.09 to provide for the continuity of government in event of a local disaster and a quorum of the members of the city council are unable to attend meetings due to death, disability, or injuries rendering such members of the city council unable to perform the duties of a member of the city council?Allows the city to operate without a council quorum during a declared emergency and establishes a process to appoint a temporary governing commission and hold new elections if the council cannot reconvene due to a disaster.
