Shall Article 14, Section 14.09 of the Home Rule Charter be amended to change the required percentage of qualified voters required to sign a petition for referendum from ten (10) percent to eight (8) percent? Decreases the percentage of qualified voters required to sign a referendum petition from 10 percent to 8 percent.
