Shall Article 9, Section 9.11 (b) of the Home Rule Charter be amended to eliminate the requirement for the civil service board to adopt rules regulating reduction of forces of employees to allow such rules to be adopted in interdepartmental rules and regulations?Removes the requirement for the civil service board to establish rules regarding the reduction of forces, which is established by the city manager and city council.

Proponents say:
Allowing rules to be set at department level enables departments to respond more quickly to changing needs. Department leaders are the ones most familiar with the specific staffing needs of their teams.
Many cities and other organizations have moved toward these decentralized HR policies.
Opponents say:
If each department sets its own rules then employees may perceive those differences as unfair. Consistency is needed across departments.
Without oversight of the civil service board employees may be less protected from arbitrary or unjust actions. The current system is not shown to need adjustment.
