Shall Article 9, Section 9.10, subsection (d) of the Home Rule Charter be amended to require all members of the zoning board of adjustment to vote on matters before the zoning board of adjustment except as allowed by law? Requires that Zoning Board of Adjustment members must vote on all matters before the board unless otherwise required by law.
