Shall Article 5, Section 5.02 of the Home Rule Charter be amended to further clarify and detail the process and procedure for a petition for the qualified voters to recall the mayor and city council members at an election called for such purpose?Clarifies that a recall petition requires that the grounds for the recall be clearly stated on the petition.
