Stark County Issue 5: City of Massillon Income Tax for Streets
Increase of 0.2%, income tax, street maintenance and repair and City Street Department, 5 years, effective January 1, 2027.Massillon City Council is asking city voters to renew an existing 0.2% income tax for street maintenance and repair which was previously approved by voters in 2016 and 2021. When this .02% tax first passed, the city’s income tax became a total of 2%, and it will remain 2% if Issue 5 is approved. Massillon employers will continue to collect the tax from employees who work in Massillon, and self-employed city workers will pay when they file their annual income tax returns.The city maintains approximately 176 miles of residential streets, which have a life expectancy of 20 years each. Since 2016 Massillon has paved more than half and expects to pave the remaining residential roads within 8-10 years. Planned paving projects are listed at www.Massillonohio.gov/engineering. Massillon’s 2026 Street Department budget is $2.4 million, and includes the residential paving projects, salaries, benefits, and equipment, with most funding provided by this levy. Grants provide the remainder.If approved by Massillon voters, Issue 5 will remain in effect for five years, beginning in 2027.
