Stark County Issue 3: Louisville City School District
Renewal, 4 mills, current expenses, 5 years, commencing in 2026.The Louisville Board of Education is asking district residents to renew the expiring emergency operating levy first passed in May 2021. The levy will be 4 mills, amounting to $140 for each $100,000 property value. It will be for a period of 5 years, commencing in 2027 and will generate $2,562,000 annually for the general operating budget. A breakdown of the General Operating Budget is a follows: Local (taxes) 42%, State 53%, Federal 1%, and other 4%. An attempt to substitute the expiring emergency operating levy was made in November 2025, but was rejected by voters. Due to changes in Ohio law, the substitute levy is no longer an option. The only renewal option is what is being requested with Issue 3 in May. Should the issue fail, budget cuts will be made and implemented next school year. In the past, the district has reduced staff through attrition, introduced energy saving expenditures, and used purchasing co-ops for insurance, buses, and utilities. The District continues to monitor costs and operate as efficiently as possible. In addition, state aid for schools is being cut and cost increases across the board due to high inflation are being experienced.
