County Sheriff

The sheriff is the highest law enforcement officer in the county. The sheriff is elected for a four-year term by vote of the entire county. The sheriff's duties, largely prescribed by statute, are:To serve as conservator of the peaceTo serve warrants, subpoenas and other forms of process as an officer of the courtsTo collect delinquent state income taxes or levy upon the property of corporate or individual taxpayers for the amount dueTo sell mortgaged property under foreclosure proceedings and execute deeds to real estate sold under executionTo serve processes for the Property Tax Assessment Board of AppealsTo attend sessions of the county council and county commissioners and execute its ordersThe sheriff is also responsible for maintaining the county jail.

Describe your background. I was born and raised in Howard County and have spent my career in public safety, working in corrections, 911 dispatch, patrol, and investigations. I currently serve as a Captain with the Howard County Sheriff’s Office, overseeing patrol operations and the 911 dispatch center.

I have spent my career serving in nearly every area of public safety, including corrections, 911 dispatch, patrol, and investigations, and I currently serve as a Captain with the Howard County Sheriff’s Office. In this role, I oversee patrol operations and the 911 dispatch center, with responsibilities that include personnel management, budgeting, and long-term planning.

I have worked my way up through the ranks, giving me a full understanding of the office at every level. I have also helped lead key initiatives to improve operations, communication, and technology.

My experience, leadership, and commitment to this community have prepared me to serve as Sheriff.
My top priority is ensuring the Sheriff’s Office remains strong, professional, and fully staffed to meet the needs of our community. Public safety starts with having well-trained, supported personnel who are prepared to respond effectively.

I will continue focusing on recruitment and retention, investing in training and leadership, and building a culture where employees take pride in their work. A strong team allows us to provide consistent, high-quality service.

Lifelong resident of the Howard County with over 35 years of law enforcement experience across multiple agencies. Experience: Feb 1980 – Aug 1985: Dispatcher 911 Operator, Kokomo Police and Fire Departments Aug 1985 – Jan 1987: Deputy Marshal, Greentown Police Department Indiana Law Enforcement Academy graduate: September 1986 Jan 1987 – Nov 2015: Howard County Sheriff’s Department Key Role Promotions – Howard County Sheriff’s Department: Road Patrol Officer and Prisoner Transport Court Security Officer (assigned immediately after the 1987 Courthouse Bombing) Certified Field Training Officer and Indiana Law Enforcement Generalist Instructor Promoted to C

American Corrections Association National Institute of Corrections Bureau of Justice Association Indiana Sheriff’s Association Indiana Law Enforcement Academy Indiana SWAT Officers Association National Tactical Officers Association Indiana Department of Correction I progressed through SWAT roles from Operator to Team Leader, sniper and SWAT Commander. I created a 9-week Correctional Field Training program, implemented Sheriff’s Emergency Response Team (S.E.R.T.) for civil disorders, protests, natural disasters, and developed Correctional S.E.R.T. for jail shakedowns, incident control, cell extractions, and disorder control.
My goals would be again to see and hear concerns of both the public and the staff with open eyes and open ears. The Department and its operations will be extremely transparent and accountable. Weekly podcast with extreme transparency and weekly radio questions and answers. Department activity and statistics will be posted and discussed. I am in the community consistently and approachable. The safe and efficient operated jail is paramount. The jail affects so many people. The safe and secure operations would help greatly in restoring trust within our community. I have listened and your voices have been heard. I want you to believe in and trust me and your sheriff's department, therefore I will also be your voice in local government.
