The potential loss of revenue due to property tax reform being discussed in Tallahassee. Our revenue is 62% derived from property taxes and we must be able to fully fund the essential services of Police, Fire/Rescue and Public Works. We must work together to find creative solutions to potential revenue shortfalls that will adversely affect our community and residents especially the most vulnerable. We must also create a unified vision for the future development of our Village to prevent overcrowding, increased traffic and strain on our infrastructure that diminishes the quality of life we currently enjoy. North Palm Beach is more than a place — it’s a close-knit Village defined by its charm, values, and natural beauty.
Our greatest strength is our residents. We must focus on what is best for our residents, community and Village. It is my desire to provide thoughtful leadership focused on community based solutions with input from all. I believe in practical, thoughtful leadership — rooted in listening, collaboration, and protecting the small-town spirit that makes our Village unique. I value transparency, respect for others’ views, and thoughtful stewardship of our community resources. My goal is to be the voice of the residents — ensuring that our government remains responsive, accessible, and accountable to the people it serves. Property tax reform will not happen overnight. This will be a minimum 2 year process. We have already moved Fire and Public Works out of the property tax category and will asses them as an add on item on your tax bill. If the State moves this forward, they must provide an alternate source of revenue to make up the shortfall in revenues to municipalities such as NPB that are dependent mainly on property taxes such as a local option sales tax, tourism and hospitality taxes on hotel/motel stays, rental car surcharges and tourist impact fees. We should look into business and commercial revenue options, seek State backfill or shared revenues. We will also need to spend less and prioritize the funding of Police, Fire/Rescue and Public Works.
This is never an easy task as it affects our quality of life. We can review all major service contracts, implement overtime management, optimize fleet management and maintenance, explore energy efficiency and utility reduction, leverage our purchasing power through regional purchasing and shared procurement agreements with other municipalities as bulk purchasing reduces unit costs. We could explore shared services with the County and local governments, use technology to reduce staff hours and review operational savings at the Country Club and recreational facilities. We must review our organizational structure and span of control and reduce duplication, share services and combine administrative roles as well as reviewing insurance costs
Fortunately homelessness is not a major factor in North Palm Beach. We do not independently operate shelters or homeless programs but we do participate as part of the larger Palm Beach County homelessness system by referring those in need to outreach resource connections, shelter placement and housing focused solutions while complying with the new state laws banning public sleeping. I would encourage working with The Lord's Place, the Veterans Administration, churches and civic groups that are available to help individuals that are in need as well as local mental health providers.

Unmeasured development is our biggest threat. Growth is inevitable, but it must be intentional, well-planned, and centered on the needs of our residents. Development decisions should be evaluated through an environmental and quality-of-life lens, ensuring we protect natural resources, infrastructure capacity, and the character of our community. By prioritizing smart growth and resident input, we can support development that strengthens the Village rather than strains it.
Our greatest strength is our residents and the quality of life they create together. North Palm Beach benefits from strong civic engagement, fiscal stability, and a community that supports one another. We should build on this foundation by continuing responsible financial practices, investing in public amenities, protecting our environment, and ensuring growth aligns with the values of those who call the Village home.
Property taxes fund essential local services. If they were reduced or eliminated, difficult choices would likely follow, potentially impacting services such as libraries and parks and recreation programs. Any revenue loss would require a comprehensive review of fees and assessments and consideration of alternative funding sources, including a more equitable distribution of state sales tax revenue. Any changes should be approached cautiously to avoid weakening the services residents depend on.
Local governments already operate with significant oversight and transparency. While efficiency is important, statewide audits may not fully capture the scope and complexity of municipal responsibilities. Budget efficiencies are best identified at the local level, where decision-makers understand community needs, service demands, and operational realities.
Fortunately, North Palm Beach does not currently face a significant homelessness issue. If situations arise, the Village would respond in accordance with state law, focusing on public safety while connecting individuals with shelter and available resources. Local law enforcement and services would work together to ensure compliance while treating individuals with dignity.
