Lake Worth Beach Charter Amendment 4. Filling City Manager Vacancies
Ballot LanguageShall Article IV, Section 3 of The City Of Lake Worth Beach Charter be amended to require the process for filling a permanent vacancy in the Office of City Manager be started within 90 days of the vacancy and continue in good faith until the Office of City Manager is filled?SynopsisLake Worth Beach has had two City Managers and two Interim City Managers in the past five years. Currently, Interim City Manager Jamie Brown — who also is the City’s Public Works Director — has been managing the city since the last City Manager was fired in late 2023.The City Commission is hiring a recruitment firm to take over the search. In 2024, the commission canceled earlier plans to hire a recruiter, and Brown continued in the interim position. He and the commission were negotiating a contract to hire him, but Brown withdrew his application in October 2025.The current City Charter says the City Commission may designate any competent person — other than the mayor or a member of the Commission — to function as City Manager, but gives no timetable to begin a search.A City summary of the reasons to move ahead with the manager search include organizational stability, accountability, strategic planning continuity, talent attraction and best practices alignment with standards recommended by the International City/County Management Association.Yes - For the Measure Means:If voters accept the ballot initiative, the City Charter will be amended to set a 90-day time limit after a permanent vacancy for the City Commission to begin a search for a new City Manager. No - Against the Measure Means:If voters reject the ballot initiative, the City Charter will continue not to specify any time requirements for the City Commission to launch a search for a new City Manager after a permanent vacancy occurs.
