WICHITA COUNTY TREASURER

The elected candidate will serve Wichita County as Treasurer. The county treasurer is the county’s banker. The county treasurer, as the chief custodian of county finance, shall: 1)Receive all monies belonging to the county from whatever source; 2)Keep and account for all monies in a designated depository; and 3)Pay and apply or disburse all monies in such a manner as commissioners court may direct, by law.All receipts of any official belonging to the county must be turned over to the county treasurer daily. The county treasurer often acts as the chief liaison between the county and all depository banks. In this capacity, he or she maintains records of all deposits and withdrawals, and reconciles all bank statements, thus assuring their accuracy and the safety of county funds. The county treasurer, who may be designated as the county’s investment officer, is required to submit regular reports on county finance to the members of commissioners court to inspect and verify.

I have a degree in accounting, spent several years working in the County Auditor’s office, many years teaching high school Math, and the last 3 years as the County Treasurer.
I compare all outgoing checks and payments to the list approved by the commissioners’ court to ensure all payments are legal. I get all deposits directly to the bank and into the correct accounts where they can earn the most interest. As the investment officer, I adhere strictly to the county investment policy, only making purposeful investments that keep the County’s money safe, mature timely to always be able to pay the bills, and earn the most interest possible.
My approach to the investment portfolio is to make every move with planning and intent to make sure the money is safe, matures when we need it, and that it’s earning as much as possible. Every time we have the opportunity to invest, the economic situation is different, so I have to reevaluate what our best options are, and how we can best take advantage of the current situation. I also always get the thoughts and recommendations of the Auditor, and another accountant who both have great insight, and help lead to the best possible decisions.
I spend the most time in my days tracking the ebb and flow of cash, in and out of the County’s numerous bank accounts. In this way, I can make sure that every bill can be paid to our vendors, every payroll goes out on time, and every surplus nickel is in the account that will earn the most interest. The more we earn in interest, the more often taxes can be lowered.
