Over their two-year term, a JP is responsible for:Setting real estate, personal property and sales tax rates in the county.Determining the final budget for county departments and offices - including salaries - and appropriating funds for county expenses.Preserving the peace and order in the county, though they do not have the authority to make any offense a felony. This often takes the form of passing county laws and in some counties making planning decisions.Contract or join with any other county or city, or the federal government for a public purpose.Creating, consolidating, separating, or abandoning any elected office in the county if first approved by voters.Filling vacancies in elected county offices.Providing for any service or performance of any function related to county affairs.Many Quorum Courts also have subcommittees that JPs serve on and discuss the more nitty gritty details before an issue appears before the whole group. As Justice of the Peace that serves on the Quorum Court, we are a Council to the County Judge in regards to budget and finance of county activities. Northwest Arkansas is growing exponentially and we must be good stewards of the land and conscience how we grow. Cities are expanding thus taking in more county land. What I see is our county land is becoming our trash land. Arkansas is suppose to be known as the Natural State. Cities have more regulations and zoning, so people are more inclined to have their businesses in the county, at times encroaching on surrounding neighbors peace & enjoyment of their own property. I am for growth in a pragmatic way and well as for land conservation.
I have been a Texas real estate broker since 1986. I earned the Certified Commercial Investment Member (CCIM) in 1994 and held this designation for 20 years. In Dallas, I worked with commercial property owners and developers in all facets of commercial real estate. I worked with a particular property owner when DART (Dallas Area Rapid Transit) was making acquisitions for their rail line. I worked with owners in rezoning and building warehouses. I leased prominent shopping centers. I resided in the small town of Parker, northeast of Dallas and saw how the small towns grew. Returning to NWA in 2003, I earned my AR real estate broker's license. I have worked with different developers here within the cities.
I would like to work closely with the planning & zoning commission. It seems all commercial applications are stamped (CUP) Conditional Use Permit. What if we could expand the commercial zoning that the cities use? In place of CUP, call it what it is - Office, Light Industrial, Heavy Industrial, Retail? We need to make sure sufficient infrastructure is in place before subdivisions are approved. For certain commercial users on the highway, I would like to require Screening to hide their vehicles and debris. They are allowed to have personal property rights. We just don't have to see their debris or junk! County land is not trash land. I would like to eventually have an Elder Abuse Hotline by 2029!
