Occupation Chief of Staff
Erica Davis holds a B.A. in Interpersonal Communication, a Master's in Public Affairs, a Master of Science from Columbia University, and an Ed.D. from the University of Pennsylvania, researching how elected officials learn their roles. A former Spanish teacher, she now serves as a Harris County School Trustee, connecting with diverse communities to improve education. As the first Civilian Chief of Staff at Harris County Precinct One Constable's Office, she built community-law enforcement partnerships. Elected to HCDE in 2020, she serves as Chairwoman of Governmental Affairs and Special Schools, overseeing a $162 million budget. She is committed to educational equity, ending the school-to-prison pipeline, and serving all children.
Through her doctoral research, she identified that navigating the political ecosystem is a pressing challenge on two fronts: understanding the political environment itself and governing effectively as an educational trustee. Having personally experienced the tension between authenticity and political survival, she knows these barriers are daily realities that determine whether diverse voices are truly heard in governance. In her next term, she is committed to establishing formal learning protections for trustees and building educational and mentorship networks currently denied to officials outside the traditional political mold.
