The primary responsibility of this position is to create, amend and repeal laws of the State of Arkansas. Performance of these duties includes 1) getting feedback from constituents as to what goals or initiatives are important and will create a positive impact for all Arkansans, 2) generating legislation to accomplish ideas from above, 3) propose legislation and attract co-sponsors, 4) debate the merits of bill as its primary champion to get it through the various committees and 5) vote on all bills regardless of who proposed them.

Other key responsibilities of this position include: serving on standing committees, reporting back constituents and county/local governments on progress and issues and in year two, work on the state budget.
I have 33+ years of experience in county government primarily at the management level in areas supporting information technology, aviation and retirement systems. In the latter part of my career, I had a division of 125 individuals with a budget of over $28M. I’ve earned a bachelor’s degree in Computer Science and an MBA in Financial Management as well as the designation of an International Airport Professional (IAP). I’ve been treasurer of multiple 501(c)3 entities and helped raise over $300K for children’s charities as the general manager charity golf tournament that I ran for seven years. I currently serve as a volunteer fireman for the Grassy Knob VFD. Additionally, I have one patent (9,063,905) and several copyrights to my credit.
Arkansas ranks 34th in the nation in taxes. I’ve drafted several bills that I plan to submit to reduce and/or eliminate a number of taxes including: property taxes, personal property taxes and income taxes (bairdforarhousedistrict6.org/legislation/). When it comes to property taxes, I do not believe our Founders had in mind a permanent lien on property. Theft by taxation was one of the primary motivators for revolting against the most powerful military force that existed in the latter part of the 18th century. Governments should not have the right nor ability to tax you out of your home.

To represent the people of Carroll and Boone Counties in word and in deed.
I have worked a variety of jobs from janitor to teacher. I have served the Quorum Court for 2 terms, including time on the Personnel and Budget Committee. I have been Carroll County Republican Chairman. I have the understanding of government operations, but also a sense of the people and what they want from their representative.
We need to make government for responsive to the people. Constituents in my district will be able to talk to me and get a response back. I want to see more money and development flow into Carroll and Boone Counties, not out. I want to see Washington D.C. and Little Rock have less control over our daily lives, not more. This will be accomplished through working with existing law, but also amending, adding, or getting rid of rules, regulations, and bad laws.
