Over their two-year term, a JP is responsible for:Setting real estate, personal property and sales tax rates in the county.Determining the final budget for county departments and offices - including salaries - and appropriating funds for county expenses.Preserving the peace and order in the county, though they do not have the authority to make any offense a felony. This often takes the form of passing county laws and in some counties making planning decisions.Contract or join with any other county or city, or the federal government for a public purpose.Creating, consolidating, separating, or abandoning any elected office in the county if first approved by voters.Filling vacancies in elected county offices.Providing for any service or performance of any function related to county affairs.Many Quorum Courts also have subcommittees that JPs serve on and discuss the more nitty gritty details before an issue appears before the whole group. To work in cooperation with other JPs assuring that funds allotted are utilized in a manner that benefits of all residents in the area we oversee. To have a working knowledge of revenue and expenses and to look for ways to increase revenue without further burdening those we serve.
I own a small business and understand that meeting expenses on a limited budget sometimes requires finding alternative sources of revenue.
I have served on the City council in Holiday Island since 2024 and have addressed the challenges we have faced as a new city. My voting record shows that I have listened to the needs and desires of those I represent.
I believe it is important for a new member of an organization to first assess what has already been accomplished. The Quorum Court in our area faced serious challenges that had to be addressed in light of state statutes. This was not always popular with the constituents' desires. The action taken was the best that could be accomplished at the time. I want to ensure that in the future we are aware of issues that may be developing so as to not find ourselves in a position that ends up benefitting the few over the many in our community.
We are going to be facing some problems regarding funding and I hope to bring some positive ideas that reflect the will of the people.

I am seeking the office of Justice of the Peace for District 1 in Carroll County, AR. The Justices of the Peace serve on the Carroll County Quorum Court to levy taxes in the county and budget the spending of those monies. They also manage ordinances that direct county matters, manage county employees pay, and control county structures, including buildings and roads.
My work experience includes over 40 years of retail management, including financial and budget management. Since retiring and moving to Holiday Island, I have volunteered for the past 8 years as treasurer on the Western Carroll County Ambulance Board. My duties on the Ambulance Board have included creating and managing the budget plus overseeing income and expenditures of Western Carroll County Ambulance District tax levy monies. My experience on the Ambulance Board has provided me with knowledge of our county government, both the people and procedures involved.
I feel these experiences make me the best candidate for this position.
After winning the JP position, my first step will be to work with the other JPs to gain knowledge of key areas needing improvement in our county and resources available to make them.
Our county’s main sources of income are property and sales tax. We must seek out other sources of revenue. The county must continue to seek out grant money, both private and governmental, both state and federal, to help finance county projects. Also, the county must seek the best growth of the funds we have. While serving on the Ambulance Board, the basic checking account was converted to a money market account. That change increased our interest income, which was used to purchase additional supplies for Emergency Medical Responders in our district.
