Carroll County Clerk

Over their four-year term, a county clerk is responsible for:Maintaining the official records (ordinances, resolutions, etc.) and minutes of the Quorum Court.Keeping records of annexations, incorporations, county purchases, election results, proclamations, levy of taxes, board appointments, bonds, improvement districts, right of way acquisitions, contracts, and agreements signed by the County Judge.Maintaining the county's voter registration list, including adding and removing people to the rolls.Keeping custody of the county's absentee ballots and ballot boxes.Overseeing early voting in a county (election day is overseen by the election commission).Issuing marriage licenses.Holding the role of treasurer if the county doesn't have one, and handles county payroll.Maintaining the records of the Board of Equalization, which oversees property tax appeals.https://www.uaex.uada.edu/business-communities/ced-blog/posts/2022/may/what-is-a-county-clerk.aspx

The County & Probate Clerk is the hub of all county activity from accounts payable to human resources and payroll, elections to marriage licenses. The Clerk is the Secretariat to the Quorum Court and recorder of their business decisions as well as the custodian of county contracts and other records. There isn't a department in county government that doesn't report to the Clerk with a monthly report, signed contract, or bill that needs to be paid.
I have been the Clerk since 2018 and love it! I have an Associates Degree in Business Admin, a bachelors degree in Independent Studies - Business, and 40 years of bookkeeping and accounting background. While Clerk, I've also earned a certificate in Leadership.
There is always room for improvement. Always! My goal for the next term is to continue to digitize the records in my office. We have digitized/indexed all of the quorum court records, marriage licenses, and many others. I have also made many of these available for public access and will continue to expand that access.
