Education Houston Public Schools, Houston Police Academy
Occupation Harris County Commissioner
I have more than four decades of public service experience across law enforcement and local government. I began my career as a Houston Police Officer, served on Houston City Council and as Mayor Pro Tem, led the largest sheriff’s department in Texas, and now serve as County Commissioner. This background gives me a deep understanding of public safety, budgeting, administration, and the importance of balancing accountability with compassion. As Commissioner, I have used this experience to expand health services, strengthen nondiscrimination protections, and deliver more than one billion dollars in infrastructure and flood control projects.
The biggest long-term challenges include climate change and flooding, aging infrastructure, access to affordable health care, and the continued erosion of local control by the state. Preparation requires long term planning, stable funding, and partnerships across jurisdictions. I am focused on building infrastructure that can withstand future storms, strengthening health systems, and ensuring that county government remains responsive even as state constraints increase. I have emphasized transparency, accessibility, and data driven decision making. I have supported clearer public reporting on projects, expanded community engagement, and improved constituent services.
