For 40 years I have resided in communities now served by the 38th US Congressional District. I have also committed my adult life and career to serving Texans. In the early 1980s, I patrolled the areas of Washington Avenue, River Oaks, and Memorial. Later, I served years overseeing criminal investigations in the Houston Police Department. I have also served as the Manager of Texas TEA’s Safe and Supportive Schools Program supporting to help make safe all local education agencies in Texas, including Cypress, Klein, Spring Branch, Katy, Tomball and Houston ISDs. On the education side, I have four graduate degrees, including a J.D., and master’s degrees in leadership, public service and administration, and business and economics.
#1 is the economy. I would support our GOP’s energy creation plan and dergulation initiatives. I would work to require educational institutions receiving federal funds to create trade majors for growing job markets such as energy, medical, and AI infrastructure development. I would also support more alternative mortgage strategies and pressure the Federal Reserve to further lower interest rates.
#2 is Safety, Law and Order. I would support efforts to secure the border while creating merit-based immigration policies. I also would work to increase support and funding for law enforcement agencies and monitor implementation. Texas cities and communities should be safe spaces for all families-not sanctuaries for lawlessness and predation.

As a small business owner, I have created jobs, met payroll, and navigated federal regulations, giving me real-world insight into how government policy impacts families and employers. I am a principled, constitutional conservative committed to limited government, individual liberty, strong national defense, and America First values.
The first pressing issue is affordability for everyday Americans. I will support policies that lower energy costs through domestic production, reduce inflation by opposing reckless federal spending, and roll back regulations that increase prices on food, housing, and transportation. Lowering the cost of living starts with a disciplined federal government and a strong private sector.
The second issue is the national debt. I will push for mandatory audits of federal agencies, stronger inspector general authority, and the elimination of duplicative and ineffective programs. The two most pressing issues facing Texas Congressional District 38 are border management and the cost of living. On border security, I support strengthening enforcement of existing laws, ensuring the Border Patrol has the necessary resources, improving border infrastructure, and restoring policies that promote order, accountability, and humane treatment while reducing incentives for illegal immigration. To address cost-of-living, I will focus on fiscal responsibility, reducing wasteful spending, encouraging a balanced budget, and supporting a reliable, affordable energy mix that includes domestic oil, gas, and nuclear power, alongside regulatory reform and pro-growth tax policies so families can better afford food, fuel, and housing.

Additionally, my years of being a trial attorney have taught me: (1) the skills of effective advocacy, negotiation and building an argument; (2) problem solving; and, (3) when necessary, the art of questioning a witness. I have had to read and interpret the law, create solutions when none exists and draft legal papers and agreements.
1. We must repeal and replace the Affordable Care Act which in its current format is a fiscal disaster and the greatest threat to our economic prosperity. We need to deregulate the health insurance industry, permit cross state competition of insurance providers and give the consumers more choice for the scope of coverage they want.
2. I also intend to introduce a constitutional amendment to impose term limits for members of Congress. Without term limits long serving members of Congress have too much power and lack accountability to the voters. Members are elected to serve the people, not vice versa.

Inflation/Debt: Inflation is a hidden tax caused by reckless borrowing. I’ll file the Homestead Protection Amendment on day one—a constitutional ban on all ad valorem property taxes on primary residences, ending the practice of taxing families out of their homes to pay Washington’s debt interest. Force 15% across-the-board federal spending cuts, starting with all foreign aid.
Borders/America First: Finish the wall using seized cartel assets, mandate E-Verify nationwide, defund sanctuary cities, and stop every dime of foreign giveaways. Money saved reduces debt and funds tax relief for Texans—not foreigners.
