Under a council-manager system, the mayor presides over council meetings, maintains order, represents the council at external meetings and events, calls special meetings and names citizens to boards with the council’s approval. What is your municipality's biggest threat and how should they address it?

What is your municipality's greatest strength and how should they build on it?

Whether or not to eliminate or reduce property taxes is being considered by the governor and the Legislature. What services would have to be cut or how would you make up for revenue losses if this goes through? What, in your view, should be done?

The state has launched Florida Department of Government Efficiency (DOGE) audits of several counties. Where do you see an opportunity for budget savings in your municipality?

Florida's new homeless law, House Bill 1365, prohibits sleeping or camping in public areas like parks and sidewalks, with exceptions for designated areas with shelter and services. How is your municipality doing in managing the issue under this new law?

Overdevelopment is the single greatest threat to Juno Beach. It risks eroding the unique, small-town character that makes our community special. Our existing codes have resulted in the wonderful town we call home. I will strictly enforce our zoning codes and Comprehensive Plan. I have proven that I don’t just talk about preservation; I legislate it. I championed and passed critical Charter amendments that now require a unanimous Council vote to increase permitted height or density, or to grant height variances. My approach is clear: measured, legally defensible growth that protects our town and our values.
Our greatest strength is our distinct identity as a seaside community with protected natural assets—our beaches and environmentally sensitive lands—combined with a fiscally sound, debt-free government. We build on this by refusing to compromise on the codes that protect these assets. We must maintain our pristine natural areas for future generations and continue our tradition of fiscal responsibility by keeping our reserves healthy. By engaging our passionate residents and ensuring transparency in every decision, we strengthen the trust and collaboration that makes Juno Beach a special place to call home.
Juno Beach relies on ad valorem taxes to fund essential services, including our dedicated police force and public safety, which are our highest priorities. Our Town’s goal must be to efficiently provide essential services with a strict eye on fiscal responsibility. By prioritizing these necessities and upholding fiscal discipline, we can justify maintaining current funding levels. The state should preserve Home Rule, allowing municipalities to set rates that reflect local needs. I support keeping taxes low through proper fiscal management and budgeting discipline, ensuring we fund necessities without overtaxing residents.
Juno Beach is already a model of fiscal health; we are debt-free and consistently receive clean financial audits. However, there is always room for improvement. The Town can do a better job passing more detailed line-item budgets and sticking with the approved budget with less discretionary spending. We should also explore additional grant funding for projects. We must treat every tax dollar with respect, ensuring it goes directly toward protecting our neighborhoods, beaches, and town charm.
Juno Beach is fully complying with HB 1365 to ensure our parks, beaches, and public spaces remain safe and accessible for all residents. We rely on our police department to enforce these regulations firmly but professionally, ensuring that public rights-of-way are not obstructed. Because we are a small municipality without the resources to operate a large-scale shelter, we coordinate closely with Palm Beach County to direct individuals to appropriate designated facilities and services. My focus remains on protecting our neighborhoods and maintaining the "safe, clean, and friendly" environment that our residents prioritize.
