BALLOT ISSUE #1Franklin County ADAMH – Proposed Tax Levy (Renewal and Increase)Explanation:Operation of mental health, alcohol and drug addiction programs for children, adults and families, including residential and outpatient treatment programs, school and community based prevention programs and patient housing.A renewal of 2.85 mills and an increase of 0.5 mill for each $1 of taxable value to constitute a tax for the benefit of Franklin County for the purpose of the operation of mental health, alcohol, and drug addiction programs for children, adults, and families, including crisis, residential, and outpatient treatment programs, school and community based prevention programs, supportive housing, and recovery supports that the county auditor estimates will collect $115,709,160 annually, at a rate not exceeding 3.35 mills for each $1 of taxable value, which amounts to $74 for each $100,000 of the county auditor s appraised value, for 10 years, commencing in 2026, first due in calendar year 2027.See the full text of issues at the Franklin County Board of Elections.Source: Franklin County Board of ElectionsLeague Explanation:This issue would renew by 2.85 mills and increase by 0.5 mills (totally 3.35 mills) a property tax levy to fund mental health, alcohol, and drug addiction services in Franklin County. The levy would cost $74 per year for each $100,000 of a home’s appraised value. Money raised would support treatment programs, prevention programs in schools and communities, and housing for patients. Voters in Franklin County will have the option to vote “yes” or “no” on the issue. A “yes” vote continues current funding with a small increase for ten more years beginning in 2026. A “no” vote ends this source of funding when the current levy expires.
