The City of Orem City Council consists of the Mayor and six Council members who are all elected at-large. Although the Mayor leads the City Council, this position carries one vote – equal to the rest of the City Council. Orem has a Manager/Council form of government which allows for a full-time City Manager and part-time Mayor. The Mayor and Council members serve staggered four-year terms. The following seats are up for election in 2025 and will appear on the ballot: Mayor, and three seats at-large for City Council. Each of their terms will begin in January 2026 and end in December 2029. A Primary Election will take place August 12, 2025 for the City Council only, followed by the General Election on November 4, 2025.

I believe in transparency, fiscal responsibility, and in making wise long-term investments that will pay off for our children. Now more than ever we need to listen to everyone, build bridges between people who disagree, and find creative, practical solutions to our challenges. We urgently need to return to Orem’s traditional values of trust, mutual respect, and collaboration to become the community that I know we can be. My two highest priorities are: 1) help bring us back to a positive political culture in Orem where we support and trust one another, and 2) ensure that all citizens have a meaningful voice in shaping city policies through active citizen boards, commissions, and clear processes for providing citizen input.
Orem is known by the motto "Family City USA." To me that means that we support families at all stages of life and that our housing mix mirrors the needs of our diverse residents. We have a large number of apartments available but we have a significant shortage of starter homes, including townhomes, and of retirement housing. We have some opportunities to build small neighborhoods of starter homes and retirement communities, while preserving our agricultural land and green spaces. We can also do a better job of approving and regulating accessory dwelling units across the city so that residents can bring in additional income to pay their mortgages and so that families that are starting off have better access to housing opportunities.
I have served for the past six years on Orem's Natural Resources Advisory Commission, where I have worked to preserve our orchards and agriculture, invest in our parks and trail systems, manage our water use, and increase bicycle safety. We need to do better helping graduating students from UVU and BYU stay in Orem by attracting higher-end businesses and finding opportunities to for them to enter into home ownership. We also need to revitalize parts of our commercial sector by creating more opportunities for pedestrian-focused areas that have retail and restaurants attached to them. We can start to create more pedestrian spaces in an arts district with restaurants and galleries near Scera Theater.
Orem has not done a great job recently in collaborating with neighbors like Vineyard, Lindon, and Provo, which have residents that regularly travel through or work in Orem. Likewise, we need a better relationship with our school district, with local universities, and with Utah County organizations. We can only manage regional challenges like housing affordability, traffic, economic growth, and homelessness, in collaboration with neighbors who both affect and are affected by what happens in Orem. Developing collaborative relationships with the school board, universities, regional transport and business associations is one of my highest priorities.
Orem needs a more systematic strategy for future planning that recognizes the reasons why new families and businesses often leave Orem for other parts of Utah county. We need a more attractive state street that can serve as our commercial engine, and I believe that we are well-positioned to have the best recreation, restaurants, parks, and events in Utah county if we continue to invest in these areas. I will advocate for neighborhood grants to support events and upgrades in neighborhoods, led by neighborhood residents. I will prioritize support for green spaces, recreation, the library, the arts, a farmer's market, and community events to ensure that we see other members of our community regularly and develop a stronger city identity.

In my opinion, Orem is the best city in Utah, so there is very little that needs to change at this time. The two most critical issues at this moment to me are 1) Working together with our partner cities to support the new school district leaders and doing what we can to help keep their tax base strong so that they have adequate funding to provide a great education for our children; and, 2) Doing everything possible to help affordable home ownership become accessible to our citizens.
We need to keep a proper balance between owner-occupied and rental residences in our city. 95% of Orem is already built out. We can creatively support great solutions to achieve this. Responsible accessory apartments, beautiful town homes and connected homes are just a few ways we can maximize opportunity without thousands of apartment rentals.
We will soon reach our growth limits, so growth rates will slow down. When we approve new developments, care must be taken to maintain enough parks, trails, etc. to keep the quality of life we now enjoy.
Making sure that we have a seat at the table with these groups, and that we attend and participate together is of utmost importance. Unitedly, and with citizen input, we can successfully address and solve the challenges ahead.
We must maintain a strong sales tax base and support business. This helps fund our city and also provides employment opportunity. Also, when we have good economic years, we need to either save for the future or lower taxes to continue to build the economy.

We have great city employees and managers right now who are focused on keeping our quality of life while also keeping costs low. Maintaining a great structure of city operations will help keep our future bright.

Orem is truly Family City USA. So, we must remain vigilant in addressing all stages of the family from young couples, growing families and senior citizens.
As a member of the city council, I will be a strong voice for civility, respect, and collaboration in city governance. My short-term priority is creating space for every resident to have a voice in the decisions that shape their neighborhoods, and ensuring that city government is responsive and reflective of its citizens. My long-term priority is promoting infrastructure that is both sustainable AND aligns with the values of our community. I believe in planning wisely today to strengthen the city we will pass on to future generations. This includes: Improving transportation infrastructure and reducing traffic congestion and Managing population growth and affordable housing.
I understand the need for responsible development that keeps Orem livable for current and future generations. To support families in Orem, I will prioritize reviewing and updating zoning to find areas that allow for options like small-lot single-family homes and townhomes. This will offer families an opportunity to build equity which will encourage first-time homeownership and long-term residency. Thoughtful zoning reform can expand access to homeownership while preserving neighborhood character. Owner-occupied housing will strengthen community ties and promote lasting investment in Orem’s future.
My plan focuses on principled, well-managed growth that strengthens Orem while preserving what makes it a great place to live. I support aligning new development with our infrastructure capacity, protecting open green spaces, and maintaining the character of established neighborhoods. Open spaces aren’t just aesthetic, they contribute to community health, well-being, and quality of life. As we grow, I will advocate for updating the city’s general plan, establishing clear, long-term growth boundaries, and using zoning tools and land-use policies to guide where and how development happens. Growth should be intentional and balanced, supporting housing needs and economic vitality without sacrificing livability.
Regional challenges, like transportation, housing, education, and infrastructure, require strong partnerships beyond city boundaries. I will actively collaborate with neighboring cities, Utah County officials, UTA, MAG, and the new South District school board to ensure that decisions are aligned, forward-thinking, and responsive to our community’s needs. That includes working together on planning priorities, data sharing, and joint funding opportunities. I’ll advocate for Orem’s interests while also supporting solutions that benefit the entire region. I will also work to ensure that Orem residents are kept informed and engaged in regional issues that affect their daily lives.
A sustainable future for Orem means a city that balances growth, resources, and quality of life, where future generations can thrive. It includes efficient land use, clean air and water, reliable infrastructure, and fiscal responsibility. As a council member, I will support actions such as: updating our general plan to reflect long-term environmental and infrastructure goals, protecting open green spaces, investing in active transportation and water-wise landscaping, and promoting energy-efficient development. I’ll also advocate for regional cooperation on air quality and transportation. Sustainability isn’t a single policy, it’s a mindset that guides every decision we make and protects the things residents love about Orem.
