My administration will continue pursuing long-term solutions that promote economic growth, protect public services, and build a sustainable future for all who call Everett home.
Balancing Everett’s budget is one of my most important responsibilities as Mayor. My approach is rooted in transparency, long-term sustainability, and protecting essential services that keep our community safe and strong. I’ve balanced our $745+ million budget for six consecutive years while still investing in public safety, housing, parks, and economic development. When priorities compete, I focus on what delivers the greatest benefit to residents and ensures equity across our city: funding public safety and emergency response, maintaining infrastructure, and supporting vulnerable residents with shelter, behavioral health services, and affordable housing. I also work to grow our tax base by supporting local businesses and smart development so residents aren’t asked to shoulder more. Ultimately, it’s about making thoughtful, data-informed decisions that reflect our values and build a strong, sustainable future for everyone in Everett.

That means constantly evaluating our processes and asking tough questions: Are they delivering results? Are they cost-efficient? Are they truly serving the people of Everett? When the answer is no, I support changing our approach.

When residents share a different perspective or highlight something we can do better, it’s essential for city leaders to listen and adjust as needed. AI and new technologies are changing everything, offering opportunities to make city services more efficient and accessible. My commitment is to keep Everett responsive, innovative, and open to new ideas so we can keep delivering the highest quality services for everyone who calls our city home.
Supporting a vibrant economy is one of my top priorities as Mayor. I believe in growing good jobs, strengthening local businesses, and investing in the places that make Everett special. That’s why I’ve championed major redevelopment projects like the Everett Mall renovation and new waterfront development that will bring housing, public spaces, and economic activity to our city.
I also work closely with key employers like Boeing to protect our industrial base, while supporting small and minority-owned businesses through streamlined permitting, partnerships, and promotion platforms like EverettforEverett.com. I’m committed to smart growth near transit, expanding housing options to support our workforce, and investing in parks and public spaces that attract families and businesses alike. A strong economy means opportunity for everyone, and I’ll keep working every day to make Everett open for business and ready to thrive.
Everett is a welcoming, diverse city, and our policies must reflect and support that. As Mayor, I’ve made equity and inclusion a clear priority. I’m proud of our work to engage all sectors of our community, knowing real progress starts with listening. We’ve created new advisory boards so recommendations reflect voices from across Everett; geographically and racially diverse groups who know their neighborhoods best. We’ve also worked to diversify our city team, from leadership to frontline staff, recruiting more women, LGBTQ+ staff, and members of Black and Brown communities, adding bilingual staff, and bringing in more officers of color to build trust. We hired Everett’s first Equity Manager, issued directives on racial equity and inclusive governance, and created our first Youth Advisory Board. I’ll continue to center those most impacted through outreach and partnerships to build a city where everyone feels heard, respected, and truly at home.

We'll expand childcare, promote prevailing wage jobs, and strengthen partnerships with labor, business, education, and industry. Responsible fiscal leadership means managing public dollars wisely, evaluating major capital projects for real community value, and engaging residents early to ensure spending reflects shared priorities.
I will focus on essential services and basic needs first: public safety, housing, food, and care. Every budget decision must answer a simple question: does it serve the people? I will use my executive experience to apply disciplined, clear budgeting practices and avoid shifting the burden to working families. I will assess large capital projects to confirm they meet real community needs. Before cutting services, I will look at options like developer impact fees, code enforcement improvements, and outside grants. I will share budget summaries in plain language and hold community forums in every district, so residents have a voice in the process.
Everett deserves a City Hall that leads with listening. We'll meet people where they are, engage residents early, not just at comment periods, but in shaping policies from the start. We'll develop processes for reviewing and providing input on budgets prior to finalization and create transparent performance dashboards in plain language. We'll strengthen language access, ensure materials reflect Everett's diversity. Major financial decisions require public hearings; residents deserve a voice in shaping Everett's future.
We’ll prioritize local procurement to keep public dollars circulating in Everett. Developers using city funds will be required to hire and contract locally and contribute through impact fees that support infrastructure and services. We’ll also support digital readiness by expanding access to technology and training so residents and small businesses can compete in a modern economy. Small businesses will benefit from streamlined permitting and improved access to city resources. By partnering with higher education, labor, and employers, we’ll connect students to growing fields like clean tech, healthcare, and maritime. Accessible childcare will empower more parents to return to work, strengthening family income and local prosperity. We’ll advocate for prevailing wage jobs to ensure economic growth benefits working families. A strong economy keeps dollars local, fuels opportunity, and helps every Everett resident thrive.
Everett’s leadership should reflect its people. We’ll work to eliminate intentional or unintentional barriers based on race, ethnicity, gender identity, sexual orientation, ability, or income, ensuring everyone has access to opportunity and a voice in shaping their city. Inclusive hiring, stronger community partnerships, and expanded language access will guide equity goals across departments. Boards, commissions, and city staff should mirror the makeup of our neighborhoods, with outreach and selection processes that include residents historically underrepresented in local decision-making. Homelessness in Everett is up 95% since 2018 and rose 18% last year alone—despite countywide numbers improving. We need a plan to reverse this trend that ties housing, mental health, addiction care, and job support to accountability for both providers and recipients.
Public Safety: Everett PD has been short 20–30 officers for 8 years. I’ll fix this by streamlining hiring, investing in local training, and making Everett a top pick for recruits.
Housing Affordability: Permitting delays drive up costs and push projects away. I’ll streamline the permitting process and support middle housing that fits our neighborhoods.
Fiscal Responsibility: As a CPA and former council budget chair, I helped grow the fund balance to $55M in 2021. It's dropping to $33.8M by 2025. We need to grow our city revenues through economic development and balance the budget without further cuts.
Budgeting is about long-term stewardship, not short-term optics. As a father and grandfather, I want to leave Everett stronger for future generations—not scrambling to fill gaps year after year.
I’ll protect core services, public safety and quality of life funding while maintaining responsible financial reserves. I believe cutting the park ranger program in 2025 was a mistake and plan to restore it as mayor.
I’ll oppose short-sighted cuts like underfunding pensions or relying on last-minute layoffs, which hurt morale and cost more in the long run.
Instead, I’ll focus on efficiency and smart growth—pursuing operational improvements, cost savings, and economic development to grow our revenue base over time.

With homelessness on the rise and our children not feeling safe walking to school or in the parks, our quality of life has changed. I want to make progress on these issues to emphasize quality of life and reintroduce quality of life amenities which have been taken away over the past several years.

I’ll prioritize a more productive relationship between the mayor’s office and city council, grounded in transparency, timely communication, and mutual respect.

We need a safe city to attract and retain businesses. I’ll fully staff the police department, something that has not been accomplished even once during the past 8 years.
We need affordable housing to meet growth projections. We need housing types at all price points that match our residents’ salaries.
We should be recruiting respected companies to come to Everett – we have great amenities like good schools, an airport, waterfront, parks and medical facilities. We need to follow through with a marketing plan to bring in high paying jobs.
I will make Everett business-friendly again by streamlining permitting and cutting red tape, helping small and mid-sized businesses grow without unnecessary delays.
I will promote economic diversity by supporting locally owned, women- and minority-owned businesses through targeted outreach and inclusive development incentives.
As mayor, I’ll work to ensure that city policies and practices are equitable, inclusive, and responsive to all residents.
As part of our economic development plan, we must include outreach and marketing of the city to a diverse range of groups and create a business-friendly city where all are welcome.
To build an inclusive workforce I’ll prioritize inclusive hiring and professional development within the city’s workforce—so our government better reflects the people it serves, and all employees feel valued and supported. This is especially key in frontline facing personnel, such as fire and police departments.
Finally, the city purchasing department needs to ensure projects are being bid out to a diverse pool of contractors.
