The City Council is the legislative body for the City. The Council adopts local laws (ordinances) to secure the safety and assist the well-being of the city residents, the city s physical environment and amenities, and the city economy. The Council is responsible for approving financial expenditures and adopting the city budget as well as establishing policies and regulations in order to guide the city s future. The elected mayor serves as chief administrative officer for the city.

Experience (300 characters max) Sam Hem is a labor leader with 21+ years of experience in advocacy, workforce development, and contract negotiations. He’s led SMART Local 66, shaped labor policy statewide, and champions public safety, housing, and economic equity as a proud Everett resident.
My top priorities are: (1) strengthening public safety and community trust, (2) ensuring affordable housing and housing stability, and (3) building economic opportunity for working families. As a long time, labor leader and resident of Everett, I’ve seen how issues like safety, rising rents, and job insecurity impact our neighbors. I’ll bring a results driven, people first approach to city council, advocating for investments in neighborhood infrastructure, youth violence prevention, and programs that support working class families.
I will lead with transparency, equity, and long term impact in mind. My budgeting decisions will prioritize essential services like public safety, affordable housing, infrastructure, and workforce development while ensuring fiscal responsibility. I believe Everett’s budget should reflect our shared values, invest in historically underserved communities, and support outcomes that benefit all residents, not just the loudest or wealthiest voices.
I believe Everett’s leadership should be more accessible, responsive, and community driven. I’d like to see more intentional outreach to residents who are often left out of decision making, including renters, immigrants, and youth. I would also advocate for clearer communication between departments and residents, more equitable representation across districts, and a greater focus on performance, transparency, and results.
As a labor leader, I understand that a strong economy starts with good paying, stable jobs. I will champion policies that invest in small businesses, local hiring, and union labor. I support streamlining permitting for responsible development, expanding workforce training partnerships, and protecting living wage standards. I will also advocate for infrastructure upgrades that attract investment, retain employers, and position Everett as a hub for innovation and skilled trades.
Everett must do more than just talk about equity, we need measurable action. I support creating or strengthening a city-wide equity plan that addresses representation in leadership, culturally competent services, equitable access to housing and employment, and inclusive community engagement. This includes tracking outcomes by race, gender, and income, and ensuring city departments are trained and resourced to serve all residents equitably. I also believe in supporting affinity groups, listening sessions, and DEI audits to ensure we’re making real progress.

I have extensive experience in project management, environmental health, public safety, and facility operations.
First, I’ll focus on cleaner streets by addressing rampant vandalism and demanding accountability for enforcing crime in our area, making District 1 safer and more inviting. Second, I’ll prioritize fiscal responsibility by advocating to end high property taxes and stopping the inexcusable overages in spending, ensuring we get answers on where public funds are going. Finally, I’ll fight to restore ownership rights to the people and strongly oppose new projects that neglect maintaining our current infrastructure.
As your District 1 Council Member, my finance and budgeting decisions will be guided by three key factors: community needs, fiscal accountability, and long-term sustainability, while firmly opposing the left-leaning communist agenda and upholding the U.S. Constitution.First, I’ll prioritize community needs by focusing on cleaner streets and tackling vandalism, ensuring resources reflect what District 1 residents tell me matters most. Second, fiscal accountability will drive my choices—I’ll demand transparency on public fund usage, investigate spending overages, and hold agencies accountable to prevent misuse, especially given the current administration’s undermining of constitutional principles. Third, I’ll focus on long-term sustainability, opposing new projects that strain our budget while neglecting current infrastructure, and advocating for lower property taxes to restore ownership rights, all while rejecting unconstitutional council decisions.
I would push for the following: First, I’d overhaul the administration by restoring transparency and accountability, ending the misuse of public resources that has led to excessive spending overages and unclear fund allocation. Second, I’d reverse their failed policies by opposing high taxes and utilities used as levers to erode home ownership rights, ensuring taxation aligns with representation as our founding fathers intended. Third, I’d refocus on community needs—cleaner streets, reduced vandalism, and sustainable infrastructure—while rejecting their overreach that undermines the Constitution.The administration’s consistent failures, including unconstitutional council decisions, demand a complete reset. I’ll work tirelessly to realign city operations with the Republic’s principles.

I’ll work to support a vibrant economy, including expediting our permitting and planning services, while addressing the current administration’s failures that have made business operations nearly impossible, with some damage unfortunately appearing irreversible.To achieve this, I’ll take these steps: First, I’ll push for tax relief by lowering burdensome property and operational taxes that have crippled local businesses, restoring affordability and encouraging growth. Second, I’ll advocate for streamlined regulations, expediting permitting and planning applications to remove overregulation that has stalled development, and end favoritism toward certain groups by ensuring a fair process. Third, I’ll secure grants and incentives to attract new enterprises and support existing ones, countering the economic damage. Additionally, I’ll demand accountability for past mismanagement, including holding permitting and planning offices accountable.
I recognize the importance of upholding existing federal laws that protect people, reinforcing my stance that additional DEI policies are unnecessary. Here are key federal laws that provide protection against discrimination and hate crimes: Civil Rights Act of 1964, Title VII: Prohibits employment discrimination, ensuring equal opportunity in workplaces Fair Housing Act of 1968: Bans discrimination in housing. Americans with Disabilities Act of 1990 (ADA): Prohibits discrimination against individuals with disabilities. Age Discrimination in Employment Act of 1967 (ADEA): Protects individual 40 years and older from employment discrimination based on age. Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act of 2009: Expands federal hate crime laws. These laws, rooted in the Constitution, have driven significant progress in equality and already provide robust protections. As such, I’d eliminate wasteful DEI funding, redirecting resources to priorities like cleaner streets.
