The Commission shall review the County Charter at least every ten years to determine its adequacy and suitability to the needs of the county, and may propose amendments, make recommendations to the county council, and publish its findings.

As a Citizen Activist in Gig Harbor for over 40 years and a Charter Review participant every year since 1996, I have a broad historical experience, and unique perspective for this elected position. My wide and varied involvement in the Courts, both State and County governments at all levels, and my previous Charter Review Commissions attendance, gives me a comprehensive knowledge and understanding of Home Rule v. the Commission form of government and responsibility of each Charter Review Commissioner. I will bring a thoughtful, fair, and respectful analysis of our Charter to the table and work collectively and collaboratively with the other twenty members of the Commission to present meaningful substantive recommendations which we will ultimately delivered to you, the voters, for your final vote in the General election of 2026.
I presented 38 different Sections of the Charter in 2016 that I believed needed some review and discussion but with only 6 months the Commissioners had to focus on just the most important issues by a vote of the Commissioners. I'm deeply concerned that the County Council is in attack mode against the newly elected Sheriff and they will pressure the Charter to change Section 3.70 to make the Sheriff an appointed position which would be a mistake. We the people elected the Sheriff with our votes because of his promised policies and programs but the County Council has already neutered him by county ordinance. This tactic is "voter interference" and must be addressed during this Charter Review. If they can do this with the Sheriff, what's to stop them from dictating policy through ordinance with every other elected official.
There is a movement in the Gig Harbor area of the County Council District 7 to secede from Pierce County and establish our own new Peninsula County! We would be the 40th County ranking twelfth in population between the Narrows Bridge and the Kitsap County line including Key Peninsula, Fox Island, McNeil Island with no border even touching Pierce County. Pierce County receives 100% of the County taxes from our portion of the District but only returns approximately 60% of what they take in services. That's an estimate because they will not disclose what the actual number really is. The Charter is only reviewed every ten years so other than the creation of a new county there is no telling what might happen affecting the current Charter

Experience (300 characters max) Worked for nearly 40 years as a reporter, news editor, editorial writer and editorial page editor for The News Tribune. I have long experienced covering city and county government, writing editorials on policy issues and ballot measures, and supervising TNT election endorsements.
I have served as a board member for the Pierce County Conservation District, the Tacoma Area Coalition for Individuals With Disabilities, the Read2Me tutoring program, the Foothills Rails to Trails Coalition, the ForeverGreen Council, the Grand Cinema and the Washington Coalition for Open Government. I am a senior fellow of the American Leadership Forum. I am an active volunteer in work parties organized by parks and environmental groups.
My newspaper career has given me deep experience in the workings of local government and playing a watchdog role in covering and commenting on issues affecting public services, openness in government, and the general civic welfare of Tacoma and Pierce County. I directed news coverage when Sheriff George Janovich was arrested and convicted in 1989 for colluding with the local mob. This event triggered the formation of today’s county charter and an executive-council form of government. I also covered or commented on proposed charter amendments in 2006. I well understand the nonpartisan role of the Charter Review Commission and its responsibility to hear public testimony on proposals for amendments to the charter, which in general has served the county well.
I don’t have an agenda for potential charter changes. I don’t think charter review candidates should have one. I would be wary of changes sought for partisan motives. Our task is to hear testimony and suggestions for improvements in the operation and effectiveness of county government and evaluate their merits.

The last two elections for sheriff have produced very disappointing results. I expect this will prompt proposals to change the office from elected to one appointed by the county executive, which was the method prescribed by the original charter approved by voters in 1990. Voters in 2006 approved electing the sheriff. I have an open mind on this issue. There are good arguments for both methods. Voters like having the power to vote out unpopular officials. But it is true that an executive with the power to appoint, as King County does, can draw from a national pool of proven law enforcement officials instead of being restricted to local candidates.
The challenges of managing population growth will only grow in the coming years, making the task of encouraging more affordable housing and maintaining the quality of life and adequate roads and public services more difficult. But these are policy questions to be decided by the county’s elected officials, not by direction of the county charter.

I served as an elected Precinct Committee Officer in Pierce County, where I help represent my local voting precinct. I have also spent over 20 years supporting leadership teams in both public and private sectors, including work with the Peninsula Metropolitan Park District, where I contributed to community-focused programs and operations.

My commitment to public service extends beyond employment, I have been an active volunteer with the Gig Harbor Eagles Club “People Helping People”, assisting with charitable and community outreach efforts. I’ve also supported PenMet Parks through volunteer work at public events and recreation programs that strengthen our community connections.

With over 20 years of administrative experience in both the public and private sectors, I bring the organizational skills, policy understanding, and collaborative mindset this role demands. I have supported executive teams, reviewed policies, and worked behind the scenes to keep operations running efficiently, all of which directly apply to the detailed, teamwork-driven work of the Charter Review Commission.
One key concern is keeping checks and balances strong and clearly defined to prevent government overreach. We must protect transparency and accountability in how decisions are made. Fiscal responsibility is also critical, the Charter should set clear standards for budgeting, spending, and public input. Taxpayers deserve to know how their money is used and have a voice in major decisions. Public safety must remain a priority, with fair and effective support for law enforcement, first responders, and emergency services. Citizen access and engagement must be preserved, not weakened. I’m deeply concerned by efforts to restrict or eliminate the initiative and referendum process. I strongly oppose taking that power from voters. The public must never be locked out. Meetings, budgets, and decisions must remain open and accessible. The Charter belongs to the people, not politicians
Pierce County is growing rapidly, and with that comes increased demand for public safety, infrastructure, and transparency. Over the next decade, the Charter may need revisions to ensure stronger fiscal oversight, preserve citizen-led initiatives, and protect against efforts to centralize power. Emerging technologies, population growth, and urban expansion could also require updates to how we govern, especially in areas like emergency services, elections, and public access. We must ensure the Charter keeps pace while protecting accountability, transparency, and the voice of the people.

13 years of public safety service coupled with 5 years of experience with the Pierce County Economic Development Department supporting small businesses throughout the county.
I believe my experience in both the public and private sectors, along with my life long residency in Pierce County, gives me an unique perspective regarding the issues facing the citizens of Pierce County. I have had the opportunity to be directly involved with the community organizations that represent the diversity throughout the county.
At this time, I am open to hearing concerns from the public to better understand the concerns of others before dialing in on any issues.
Again, I have some thoughts for forward progress of Pierce County, but I am deferring until the commission is assembled and concerns are voiced.
