Kimber Starr is a working mom, small business owner, and policy leader with 10+ years in government. She holds a Master of Public Administration from UW and has led efforts in housing, small business, and Tribal relations. She serves on the Planning Commission and Family Promise board.
I’ve spent two decades navigating complex systems — as a small business owner, government leader, and community advocate. I’ve served as a Tribal Liaison, directed outreach for Congresswoman Marilyn Strickland, and managed the Governor’s Subcabinet on Business Diversity. I’m also a Planning Commissioner, shaping land use and zoning decisions in Pierce County. I bring policy expertise, deep community ties, and a track record of results — and I know how to move big ideas from vision to implementation.
Inclusive Economic Growth: Support small businesses, streamline permitting, and invest in workforce pathways that move people from training to opportunity.
Affordable Housing: Expand mixed-income housing, preserve affordability, and invest in solutions that prevent homelessness — especially for families.
Public Safety & Community Wellbeing: Invest in first responders and community-based programs that address root causes of crime — including mental health, youth intervention, and housing instability. Support a coordinated, regional approach to homelessness that prioritizes prevention, expands shelter capacity, and builds long-term pathways to permanent housing.
It’s not either/or — it’s about doing both well. I support smart growth that aligns with community needs and honors the long-term health of our land, water, and ecosystems. As a Planning Commissioner, I’ve seen how upfront planning and inclusive public input can guide development that’s both sustainable and economically beneficial. We need strong environmental protections, thoughtful infrastructure planning, and transparency around trade-offs.
Pierce County is diverse — from urban neighborhoods to rural areas — and we need leadership that listens and adapts. I start by showing up. That means meeting people where they are, building trust, and making government accessible. I’ve worked across cultural, geographic, and political lines to bring people to the table and create solutions together. No community should be an afterthought. My leadership is rooted in equity, collaboration, and ensuring every voice counts.
