The council s main duties include the adoption of policies and the enactment of the city s annual budget. The council sets fiscal policies and approves all spending, whether for operations or capital items or public facility maintenance and improvements. The council also sets salaries for city employees.

Experience (300 characters max) Philip was a Rhodes Scholar finalist who graduated with his doctorate from Oxford after obtaining three master’s degrees. He went on to produce documentaries with the BBC & ITV, and lecture at Oxford and the University of Washington, before going on to serve as a Captain Chaplain for the USAF.
As a member of City Council, my role begins and ends with listening with the constituents I would represent. I believe that good governance happens not behind closed doors, but in open conversations with the people we serve. That means being accessible — attending community events, meeting regularly with neighborhood groups, visiting local businesses, and keeping office hours where residents can drop by and share their concerns.

Most importantly, I will create space for genuine dialogue, not just during election season, but every season. When people feel heard, trust grows — and with trust, we can solve hard problems together. My promise is simple: to listen carefully, respond honestly, and work tirelessly on behalf of the people of Lakewood.
Environmental stewardship begins at the local level. That means protecting our parks, preserving our lakes and open spaces, managing growth responsibly, and investing in infrastructure that supports clean water, clean air, and a healthy environment for future generations.

We have a responsibility not only to the environment we inherit, but to the one we leave behind. I take that responsibility seriously.
Serving my community has been at the center of my life. I served our country as a Captain in the U.S. Air Force. I’ve served our city as a Lakewood Planning Commissioner, working to ensure smart, responsible growth. I’ve also volunteered as a trained mediator with the Pierce County Dispute Resolution Center, helping resolve conflicts and find common ground.

Beyond government service, I’ve led as CEO of a small business, and stayed deeply involved in community organizations like the Rotary Club. Whether it’s supporting small businesses or protecting Lakewood’s unique character, my record reflects a consistent commitment to serve with integrity, listen with humility, and lead with results.
Homelessness is a complex challenge that requires both compassion and accountability. We need to address the root causes — mental health, addiction, housing affordability — while also ensuring that public spaces remain safe and accessible for all residents.

The city’s role is to partner with service providers, faith-based organizations, and nonprofits to expand access to shelter, treatment, job training, and transitional housing. At the same time, we must hold firm against approaches that simply enable unsafe or unregulated encampments in our parks and neighborhoods. Compassion doesn’t mean lowering standards; it means offering real pathways to stability while protecting the quality of life for the entire community.

Homelessness isn’t solved by choosing between enforcement or empathy. We need both — coordinated, consistent, and sustained.
My vision is simple: I want Lakewood to be the kind of place where people of all ages can thrive — where families want to stay, businesses want to invest, and seniors can afford to remain in the community they’ve built. That means safe neighborhoods, excellent schools, strong local businesses, well-maintained parks, and a city government that listens and responds.

I believe in protecting Lakewood’s unique character while preparing for its future — managing growth wisely, maintaining fiscal responsibility, and ensuring that as we grow, we preserve the sense of community that makes Lakewood special. My vision is rooted in service, integrity, and a commitment to excellence — so that Lakewood remains not just a city where people live, but a city people are proud to call home.
