Virginia House of Delegates District 1 Democratic Primary

The Virginia House of Delegates is the lower house of the Virginia General Assembly. The House of Delegates consists of 100 members, and each Delegate is elected from a separate district for a two-year term. All Delegates terms begin and end at the same time, every two years. Due to redistricting, your House district may be different for this election than it has been in the past. For more information, visit https://virginiageneralassembly.gov/virginiaLegislature.php.

(1) Right to vote For too long, people that have served their time should not be denied their basic fundamental right to the ballot box. It is past time we reject this vestige of Jim Crowe.

(2) Right to reproductive freedom The US Supreme Court has pushed laws to protect reproductive rights to the states. VA must now take action to enshrine the tenants of Roe v Wade and basic fundamental rights to an abortion, contraception, and reproductive care into the VA Constitution.

(3) Marriage between two adult persons The current US Supreme Court cannot be trusted to guarantee the fundamental right to marriage to same sex couples. Therefore, it is imperative we amend the VA Constitution to guarantee the fundamental right to same sex couples.
Virginia is underfunding our public schools by billions of dollars. We need to update the Standards of Quality formula to accurately reflect the true costs of educating our students. Those costs should include a per pupil increase, factoring local labor costs (COCA) in places like NoVA, and funding for at-risk and higher need students. Teachers should be paid above the national average and positions like central office, transportation, and other personnel should be included in the SOQ formula change. All these updated changes should be fully funded by the Commonwealth and not require a local match.
1) Pass the resolutions to amend Virginia's Constitution (right to vote, reproductive freedom, and same sex marriage) 2) Pass gun safety legislation to enhance background checks for all firearm purchases 3) Pass legislation to update Arlington's County Manager Plan of Govt allowing for the popular election of a chair, to expand the size of the Board, and allow for districts, at-large, or hybrid
We have made tremendous strides to increase access to the ballot box. Since 2020, we now have same-day voter registration, no-excuse absentee voting starting 45 days from the election, and allow various forms of ID. However, voting access is being threatened by Administration officials that wrongfully cancel eligible voter registrations or only require DMV-issued ID. And until we pass the VA Constitutional Amendment to automatically restore voting rights to those who have paid their debt to society, thousands of Virginians will not have access to this basic fundamental right.
My vision for Virginia is one that is a place that embraces our diversity and welcomes all. Virginia should expand health coverage for Virginia children, regardless of immigration status, and the reinstatement of Dreamer scholarships in the budget. Affordable housing and tenant protections are also a chief concern, ensuring landlords do not take advantage of immigrant communities. In the classroom, we should embrace all English language learners and ensure funding is available in the classroom for ELL instructors to keep pace with ELL students.
1) increase unemployment insurance by at least $100 per week 2) provide a tax incentives to Virginia businesses and local government to hire recently displaced federal employees 3) amend Landlord Tenant Act to allow recently displaced federal employees to break their lease without penalty 4) streamline teacher certification process to match recently displaced federal employees to teach in the classroom 5) evaluate the impact of federal funding reductions and dip into the Rainy Day Fund and/or Revenue Reserve Fund as appropriate to mitigate shortfall All of this can be addressed in a special session this year.

I will support and campaign for the passage of all three constitutional amendments.

Obergefell v. Hodges was a landmark decision at the federal level, but the current Supreme Court cannot be trusted to uphold it - our Commonwealth must be steadfast in protecting Virginians’ civil right to marry regardless of sexual orientation.

As the last state in the South to protect abortion rights, codifying that right explicitly in the constitution will strengthen Virginians right to safe and legal abortions even in the face of changing political winds.

As a firm believer in second chances, we must allow individuals who have served their time the ability to fully reintegrate into society - the right to vote is a critical piece of that.
The JLARC report confirms Virginia’s school funding system is outdated and inequitable. I support transitioning to a student-based funding model, increasing investments in high-need students, addressing teacher shortages through better compensation and training and eliminating outdated cost-cutting measures. These steps align with my commitment to data-driven policymaking and educational equity, ensuring all K-12 students in Virginia have access to the resources and support necessary for a high-quality education.
Housing is a particular priority of this district. My top priority will be to build more housing to reduce the skyrocketing cost of living. Let's get rid of the processes that have kept housing unaffordable.

Vulnerable Virginians are being targeted by this administration and our General Assembly must step up. I will provide resources for our immigrant communities, protect Virginians who access abortion from extradition, and keep our schools fully funded.

I will fight to introduce Home Rule in the Commonwealth of Virginia. For too long, counties and cities have been unable to address local issues like gas powered leaf blowers and pesticides; home rule will allow localities to deal with neighborhood issues without asking for permission.
The biggest threats we face are from the federal government. A few weeks ago, the president attempted to take full control of Virginia's elections via executive order.

Virginia must double down on voting rights and ensure that our Commonwealth retains full control of the administration of our elections. We must not allow interference from unconstitutional mandates, such as those targeted at people whose birth certificates do not match their voter registration.

To safeguard our elections, we must restore voting rights for those who have served their time as sentenced, enhance accessibility, and engage underrepresented populations. Our Commonwealth must stand as a bulwark against authoritarian encroachments on our democratic processes.
As delegate, I will be a loud and engaged champion for the rights of our immigrant communities. We have seen legal permanent residents, like Dr. Badar Khan Suri, a Georgetown professor, snatched from their homes in Arlington, and held without due process for weeks. As delegate, I will pass legislation to provide resources for our immigrant communities so that they know their rights and have access to legal representation.

When ICE raids happen in our district, when our community is threatened, we have seen nothing but silence. Our district deserves a delegate who will make sure that the plight of our immigrants is known, using the bully pulpit of the office to spread awareness and spur action from our community to keep our neighbors safe.
Our General Assembly must act swiftly to issue emergency unemployment benefits to those affected by the illegal firings perpetrated by this administration.

To build economic resiliency, I will focus efforts on diversifying our local economy. Virginia can streamline and accelerate the business creation process to encourage more investment into our region. Arlington alone has the capital and talent to produce a flourishing of new enterprise, ranging from software, to hospitality, to research and development. I will work to secure targeted investments from the Commonwealth budget in clean energy, biomedical, and environmental research that could lead to compounding benefits for our region down the line.
