There are 6 to 8 council members in each borough with half elected every 2 years. Borough Council members meet once monthly and are responsible for enacting, revising, repealing, and amending ordinances and resolutions that govern and are beneficial to the borough, but are not inconsistent with the laws of the Commonwealth. The Council appoints other borough officers such as secretary, treasurer, solicitor, manager, etc., but no council member can also be a borough employee. The Borough Council has the power to make, authorize, and ratify expenditures for lawful purposes from available funds or from funds borrowed within legal limits. Additionally, each member serves on at least one committee such as planning, police, public works, or finance.Term: 4 years

Bachelor of Science in Economics, The Wharton School; Law Degree from Widener University School of Law. 12 years a member of Mount Joy Borough Council. Over 30 years experience in the technology field.
I have an academic background with a Bachelor of Science in Economics from the Wharton School and a law degree from Widener University which has served me well on council. I have the experience of 12 years of service as a councilor, having never missed a single monthly council meeting. Currently chairman of the Administration and Finance Committee of council. I have worked in the technology field for over 30 years.
Overdevelopment in Mount Joy and adjoining areas has changed our region for the worse. We need to stop rubber-stamping every request to rezone, develop, and sub-divide every piece of land. We need slower and smarter growth, not just any growth. The budget and taxes are an increasingly difficult situation. We should not have taken on the debt burden of an expensive building project that was unnecessary.
The public's communication with council is an important source of information about what is going on in the Borough. The public's input has influenced me on several issues such as whether to build a new municipal building. When I was elected I was the first council member to propose two public input periods at our meetings so we could hear from the public both at the start and end of our meetings. I have advocated for stronger adherence to openness via the Sunshine Laws so we could have more feedback from the public. I have even complained to Council when I thought we were in violation of the Sunshine Laws.
